PROPELLER SYSTEM AT WARNER ROBINS AIR LOGISTICS CENTER SOL

Agency (DLA) is interested in obtaining Supply Chain Management
Logistical Support for the 54H60 propeller system. Support shall be
provided for the Shop Service Center (SSC) servicing the C-130
Propeller System at Warner Robins Air Logistics Center, (WR-ALC), the
propeller shop at the Navel Aviation Depot at Cherry Point, North
Carolina and for the worldwide customer for items managed by DLA common
to the C130, P-3, and E2/C2 propeller systems. Anticipate award of a
fixed-price contract in September 1999. Basic contract period of
performance will be 2 years with 3 one-year options. Solicitation is
anticipated to be issued in February 1999. The contract will include
requirements in the following areas: 1. Providing logistics support
services for items on the contract. These services may be in the areas
of (a) transition planning, (b) provisioning of proprietary and
non-proprietary items, (c) managing of DLA and contractor owned
inventory, (d) forecasting customer requirements, (e) system
engineering and technical support, (f) synchronizing demand
distribution to meet depot and operational requirements, (g) rapid
response manufacturing for priority requirements, (h) maximizing use of
Direct Vendor Delivery (DVD), and (i) developing inventory investment
strategy necessary to meet required performance metrics. 2. Providing
on-site customer liaisons at WR-ALC and Cherry Point. The liaisons will
interface with the customer to facilitate (a) improved forecasting, (b)
maintenance and production planning, (c) expedited material procurement
to prevent work stoppages, (d) movement of required parts to the
customer, and (e) resolution of engineering or technical problems and
warranty. 3. Providing management information services to establish,
test and maintain seamless interfaces with DLA and Air Force (AF)
legacy systems. The contractor shall (a) be Electronic Data Interchange
(EDI) compliant, (b) use U. S. Government approved Value Added Network
(VAN). 4. Developing and testing surge plans capable of sustaining an
unbroken stream of maintenance, repair and operating supplies that
will eliminate the need to build up large inventories of contingency
assets or otherwise take extraordinary measures to prepare for a major
surge. 5. Providing the Contracting and Program Offices with data
through the World Wide Web to (a) monitor logistic performance under
the contract, (b) provide delivery order / requisition status to the
customers, (c) update status on DLA / AF legacy systems during all
stages of delivery order / requisition processing. Posted 01/28/99
