396-8349 Norfolk Naval Shipyard (NNSY) proposes to rent as a unit a
Type B shipping container, transport and purchase a high integrity
container for burial of radioactive waste. A new high integrity
container will be required to be installed in each rented Type B
shipping container. An option for four (4) additional units over the
next three (3) years is anticipated. Rental Type B shipping containers
shall meet the applicable requirements of 10 CFR 71, and must be
approved by the U.S. Nuclear Regulatory Commission (NRC). NRC approval
of the shipping container is a pre-requisite to offer on the
solicitation since time constraints do not allow for approval of a new
product. The interior cavity of the Type B shipping container shall be
an upright circular cylinder with a minimum volume to contain the high
integrity container discussed below. The Type B shipping container
must have two removable lids. The large lid shall allow access to the
entire interior volume from above. The small lid shall allow access to
the closure pan on the top of the high integrity container and shall
be centrally located on the larger lid. The high integrity container
installed in the Type B shipping container shall have a minimum
capacity of 650 gallons. The high integrity container shall be approved
for disposal as a stable waste container at the Hanford, Washington
site by the State of Washington Department of Health when used in
conjunction with concrete barriers and at Barnwell, South Carolina in
accordance with the State of South Carolina Department of Health and
Environmental Control requirements. The high integrity container shall
have a closure pan on the top with connections for filling,
dewatering, venting as well as level and temperature monitoring. The
Type B shipping container and high integrity container shall be
equipped with lifting attachments fabricated, installed, tested, and
inspected in accordance with NAVSEA 0989-030-7000. Each Type B shipping
container shall be provided on a trailer for highway transportation,
and shall be removable from the trailer. A requirements-type contract
is anticipated. Response date for submission of offers will be
established in the solicitation. Requests for the solicitation package
