The Coast Guard intends to issue a Request for Proposal to Syntek Technologies, Inc., 4301 N. Fairfax Drive, Arlington, VA 22203 on a sole-source basis. The contractor shall provide the U.S. Coast Guard Deepwater Capabilities Replacement Analysis Project with expert integrated strategic planning, program management, and system engineering and technical analysis support. Syntek is the only responsible source known to be able to fulfill these requirements, due to their unique combination of experience with major DOD projects using acquisition reform, and their understanding of the management and technical aspects of the Coast Guard Deepwater acquisition. The use of any other contractor would result in substantial duplication of costs, which could not be recouped through competition, and unacceptable schedule slips. Any firms believing they can fulfill this requirement without the duplication of costs and schedule slippage shall submit in writing to the above address a statement of your capabilities including a list of all DoD and DoT acquisition efforts in which you have participated, and a description of the work you did on each project. Additionally, summarize your knowledge and understanding of the Coast Guard's Deepwater acquisition strategy. An indefinite delivery indefinite quantity (IDIQ) contract with firm fixed price delivery orders is contemplated. The SIC Code 8742 with 5M dollars size standard applies.
