This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the test program in FAR Subpart 13.5, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued!! 17(ii). Solicitation Number 7TF99-0008 Request for Proposal!! 17(iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09!! 17(iv). This is a full and open procurement under SIC 7379 Computer Related Services, NEC!! 17(v). Description: There are several contract line items, which are not optional: ITEMS LISTED 17(vi). Provide following: Requirement for Upgrade of Scanning/Imaging System AT THE Air Force Safety Center, Computer Operations and Programming Division, 9700 Avenue G, SE, Kirtland, Air Force Base, New Mexico 87117-5670. The AFSC scanning/imaging system has been in place for the past four and a half years. At the time of its purchase, it was state-of-the-art technology. And, although AFSC purchased the minimum configuration and least expensive hardware to support the system with the intention of upgrading as use and technology developments dictated, the system has not changed since it was purchased. Scanning and imaging technology developments have changed and improved substantially over the past four years making it desirable to upgrade the AFSC system from the efficiency point of view. From the practical standpoint, the existing configuration is not year 2000 compliant. This system, on the network, is preventing the entire network from being updated to a year-2000-compliant state. Thus, there is a true need to update the hardware and software to enable the agency to meet this requirement. To implement the upgrade of the existing system, the following components and services are needed: Software Licenses RetrievalWare Server License 5 User RetrievalWare License Fileroom option Kofax Ascent Capture Lite Firmware Components Kofax Adrenaline 850s Cable for Fujitsu M3096G Adrenaline Capture Software Engine Adrenaline Image Processing Software Engine Consulting/Implementation Services System Design and Migration Planning System Installation, Configuration and Testing Actual File Migration Work Setup, Test and Implement New oracle Library Query User Training Maintenance and Support Services RetrievalWare Maintenance Contract Kofax Ascent Capture Maintenance contract Adrenaline Capture and Image Processing Engine Maintenance Contract Kofax Alliance Technical Program PRISM Single Point of Contract Support 17(vii). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical (a) Technical capability of the item offered to meet the Government requirement (b) Past Performance (see below) and (c) Delivery Terms -- ability to meet required delivery schedule and (2) Price.
