Officer, (202) 707-8610 The Library of Congress (LOC) intends to
negotiate on a sole-source basis with the Lincoln Studies Center at
Knox College in Galesburg, IL, let by noted Lincoln scholars Dr. Rodney
O. Davis and Dr. Douglas L. Wilson. These scholars will be required to
oversee and participate in a project to select historically
significant handwritten correspondence in the Library of Congress
Lincoln manuscript collection and to transcribe the selected items into
machine readable form, using appropriate conventions from the field of
documentary editing for later presentation to researchers. Selection
of correspondence will be based upon a thorough historical
understanding of the Civil War period and the life and work of Abraham
Lincoln. The project will also require specialized historical
expertise to correct errors in the Library's inventory of documents,
and to use experience in the field of documentary editing to provide
contextualizing annotations for selected documents. The LOC inteds to
solicit and negotiate with only one source under the authority of FAR
6.302-1. Any other persons desiring consideration are requested to
fully identify their interests and capabilities to fulfil this
requirement within 15 days of the publication of this synopsis to the
point of contact above. No solicitation exists. No telephone requests
will be accepted. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
