The U.S. Department of Energy, Nevada Operations Office (DOE/NV), under the authority of Section 2026 of the Energy Policy Act of 1992, Public Law 102-486, and Title I, Section 103 of the Hydrogen Futures Act of 1996, Public Law 104-271, is soliciting proposals for the cost-shared development and validation of an integrated reformer technology, 50 kW proton exchange membrane fuel cell electrical generating system and vehicle refueling system. The vehicle refueling system would be multipurpose and capable of dispensing hydrogen, hydrogen enriched natural gas, and compressed natural gas. Under the proposed contract, the awardee will provide a 50 kW fuel cell system, reformer for hydrogen production, and vehicle refueling facility. The feedstock for the hydrogen reformer would be natural gas. At least a 50% cost share with non-federal funds will be required (Public Law 104-271). This synopsis is the follow-on to the request for expressions of interest set forth in the Sources Sought Synopsis issued August3, 1998, electronically, and hard copy on August 6, 1998. The anticipated issuance date for the Request for Proposal (RFP) is February 10, 1999. This solicitation will be issued electronically in accordance with FAR 4.501 and 5.102(a)(7), therefore, hard copies will not be provided. Concerns interested in reviewing the RFP or wishing an electronic copy may download it on or after the release by acessing the following address via the internet: http://www.nv.doe.gov/business/procurement/solicit.htm. If you do not have access to the internet, there is a public reading room available for viewing the document at DOE/NV's facility in North Las Vegas. Additionally, most public libraries have resources available to electronically access and download the RFP. CAUTION: This solicitation will be issued electronically as well as any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a COMPLETE bidders mailing list. It is, therefore, incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same.
