414-902-5403 The Great Lakes Acquisition Center intends to award a
contract for purchase of steam traps, radiator controls, and valves as
defined herein for the VA Medical Center, 500 East Veterans Drive,
Tomah, WI. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Far Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotes are being
requested under RFQ 69D-199-99 and a written solicitation will not be
issued. Solicitation documents and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-10. SIC
(3494). This procurement is 100% set-aside for small businesses, Size
Standard is 500 Emp. The following specifications are included as part
of this solicitation and contractor must meet the criteria stated for
each of the items listed. ITEM No. 1: STEAM TRAP (Quantity -Three
Hundred and Ten -- 310 each) inch RADIATOR Steam Trap. SPECIFICATIONS:
forged brass body, replaceable stainless steel disk and valve seat,
maximum Capacity of 2200 lb. per hour at 15 psig, maximum operating
steam pressure of 45 psig, union inlet with Teflon seal, screw top with
Teflon seal ring, drop in type operating cartridge with 203 deg. F.
operating temp. Trap must be in same piping configuration as right
angle B-1 Trane type trap. ITEM NO. 2 Provide (Quantity -- Two Hundred
and eighty -- 280) STEAM RADIATOR CONTROLS. SPECIFICATIONS: white wall
mounted thermostat with integral sensor and 6 ft. control capillary
tube. Control head must be lockable in place on valve by set screw.
Must be able to shut valve completely, using thermostat control, and
must also have low temp setting in mid 40 degree range. Unit must have
72 degree midscale setting; ITEM NO. 3. Provide (Two Hundred and
Eighty 280 each) TVR VALVES. SPECIFICATIONS: Valve to be repairable in
place, with drop-in stem assembly; valve must have union half outlet.
valve must be 1/2 inch NPT, valve must be able to operate with maximum
25 psig steam and valve must be a "straight thru" valve. ITEM 2 AND 3
NEED TO BE FROM THE SAME MANUFACTURER TO ASSURE OPERATION. All parts
must be provided in accordance with the latest published edition of
NFPA-99, OSHA, UL, VA Acceptance and Quality Assurance and industry
standards. If applicable, equipment shall be Year 2000 Compliant as
follows: all equipment, replacement parts, components, hardware,
software and firmware containing information technology delivered under
this contract shall be Year 2000 Compliant. Year 2000 Compliance means
that information technology accurately processes date/time data
(including, but not limited to, calculating, comparing, and sequencing)
from, into, and between the twentieth and twenty-first centuries, and
the years 1999 and 2000 and leap year calculations. The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and warranty considered. A
separate cost must be provided for each item indicating quantities and
unit prices. The offeror is also required, as part of the offer, to
provide a copy of their complete warranty on all parts listed herein,
terms and conditions of the warranty and length of time warranty will
be in effect for. Multiple awards. The Government may accept any item
or group of items of an offer, unless the offeror qualifies the offer
by specific limitations. Unless otherwise provided in the Schedule,
offers may not be submitted for quantities less than those specified.
The Government reserves the right to make an award on any item for a
quantity less than the quantity offered, at the unit prices offered,
unless the offeror specifies otherwise in the offer. Offeror shall also
provide documentary evidence that the parts (if applicable) offered are
Year 2000 Compliant. Delivery is required within 30 calendar days after
the date of receipt of the order by the vendor. This will be a firm
fixed price contract. FOB is Destination. Payment will be made within
30 days after delivery and acceptance by the VA. The following
incorporated provisions and clauses are those in effect through FAC
97-10 and are applicable to this acquisition. 52.212-1, Instructions to

(5): Offerors shall provide an express warranty which at a minimum
shall be the same warranty terms, including offers of extended
