M-Services to perform the Logistics and Public Works functions at Fort Lee, VA will be solicited under DABT60-98-R-0017 as a cost plus award fee type contract. Final solicitation will be posted to the WWW on or about 5 February on the TRADOC Contracting Activity homepage at www.tca.eustis.army.mil. Paper copies are not available. This is an A76 Commercial Activity Study for functions including maintenance of Buildings and Structures, Family Housing, Utility Systems, HVAC Systems, Grounds, as well as providing for Pest Control, Installation Transportation Services, Base Supply, and Materiel Maintenance. The performance period is for a 150 day phase-in and one year with 4 one-year options. The applicable SIC Code is 8744 with a size standard of $20 million. This action will be solicited on a full and open competition basis. Formal source selection shall be utilized for evaluation with a 2-phase (down-select) procedure. Oral presentations will be required during phase II. A site visit shall be conducted during the phase I period. Three people per firm shall be allowed to attend and requests for attendance must be submitted to the KO in writing 10 days prior to the site visit.
