It is the intent of the Government to secure services for the production and delivery of one-year old, greenhouse or shadehouse grown containerized tree seedlings from Government-furnished seed. Summer, fall and winter extraction seasons are prescribed. For physiciological reasons correlated to the nursery-outplant site climate inter-relationship, the location where the seedlings may be produced shall be located in Oregon or Washington (within 100 miles of these stated boundaries) and west of the Cascade Mountain crest.
