99 -- MOVE, CLEAN, INVENTORY, SORT AND PACK 800 INDIVIDUAL ART ITEMS FOR SHIPPING TO MUSEUMS. SOL BIA-WDC-99-005 DUE 020899 POC Darrell Brooks, Purchasing Agent 202-208-2809 Approximately 800 predetermined (noted on a list) objects will be moved from the mezzanine floor and office storage areas to tables in a room on the first floor within the Department of the Interior, Main Interior Building. Objects are to be cleaned, inventoried, sorted, and packed to be shipped to one of three museums noted. A freight elevator will be available to move items from one floor to another. Dates and Times for the move will be provided to the selected vendor at least 2 weeks in advance. As required by the Interior Service Center, Branch of Facilities Management the vendor and staff members of the vendor company must have completed the "Asbestos Awareness' class, a 2-hour program of study presented in accordance with the provisions of the EPA Asbestos Hazard Emergency Response Act Regulations, 40 CFR 763.92, the OSHA Asbestos Construction Standard, 29 CFR 1926.1101(k)(8)(v), for class IV work, and the OSHA Asbestos General Industry Standard, 29 CFR 1910.1001(j)(7)(iv). Valid completion certificates for each member of the staff are required to be attached to the bid. A combination of two-dimensional works of art and three-dimensional works of art will be moved, approximately 800 objects. Two- dimensional artwork is mostly framed, but may include some unframed artwork. Vendor will locate items (vendor will be provided a list with noted items that need to be located), surface cleaning/dusting of museum objects Inventory museum objects, light packing of items to be moved to the first floor location, Move museum objects to first floor location within the building, Divide objects into 3 groups, each group going to a different museum, Pack items for long distance transit and provide complete inventory lists and individual crate/container lists. Vendor to determine and prepare lists of the number of crates, size and weight of each crate going to each of the 3 museums. Vendor to notify each museum with above information 2 weeks prior to arrival for on- site preparations. Ship objects to each museum location and unload. Remove all packing materials from the new storage room and the main Interior building. Museums are located in Anadarko, Oklahoma; Browning, Montana; Rapid City, South Dakota. The following conditions exist on the mezzanine floor that the prospective bidder must be aware of: existing storage room that the museum objects are stored in has extremely limited work space therefore, work tables will be set up in the hallway (work tables will be provided)narrow hallways. a metal ramp is placed over pipes near the floor, which is the only way out of the corridor where the objects are currently stored, additional pipes exist overhead in the ramp area, making for a iow ceiling. Vendor that is awarded the contract will be required to complete the contract requirements for the move between 8:00am-4:00pm Monday-Friday at the main Interior building. Vendor to accommodate museums schedules. Each museum can only receive shipments on certain days and times as follows: Southern Plains Indian Museum Monday-Wednesday before 2:00pm; Museum of the Plains Indian Monday-Friday before 2:00pm; Sioux Indian Museum Monday-Friday before 2:00pm. Vendor that is awarded the contract must send company experts, that are trained in handling, packing, and unpacking museum objects and may not use other third party laborers or contractors. At least 4-6 personnel from the vendor working daily are necessary to complete this project as soon as possible. Vendor that is awarded the contract must make a preliminary planning trip to Washington, DC to survey the spaces for potential problems and confirm any necessary measurements. After this preliminary planning trip the vendor must provide a detailed move plan and itinerary for completion of the project. The move plan and itinerary must be approved by the Indian Arts and Crafts Board staff. Bid must include costs for preliminary planning trip to Washington, DC; cleaning, packing and unpacking supplies; dollies carts etc.; any travel costs associated with the move; and the shipping costs for the museum objects to be shipped to the 3 museums.
