herdesj@state.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-09. This
solicitation is being issued under RFQ #S-USUN-99-Q-0001. This is a
100% set-aside for small business. See numbered Note 1. This will be a
negotiated firm-fixed-price contract. Quotes are being requested via
mail, fax at (212) 415-4392 or e-mail at herdesj@state.gov. The State
Department is in need of Computer training to be conducted in the New
York City area during the months of February 1999 -- June 1999. We
assume that most proposals would recommend a classroom setting at the
trainer's locations. That location should be within thirty (30) minutes
travel time via public transportation from the U.S. Mission to the
United Nations. A class size of no more then 12 students is desired,
but other sizes may be considered if the quoter can demonstrate its
ability to provide effective instruction for that size. Proposals for
alternate solutions that might be less expensive and/or more
efficient/convenient to the Government are welcomed. This curriculum
shall include the following: A). Beginning -- 1) Basic Personal
Computer Survival and PC Windows NT 4.0 -- One (1) day training for up
to 135 students 2) Basic Word for Windows (Word 97) -- One and a half
day (1 ) training for up to 130 students 3) Outlook 97 -- half day
(1/2) training for up to 135 students 4) Excel 97 -- One day (1)
training for up to 75 students 5) Powerpoint 97 -- One day (1) training
for up to 75 students 6) Access 97 Introduction -- One day (1) training
for up to 90 students B). Advanced Levels -- 1) Networking Essentials
-- four and a half days (4 ) training for up to 4 students 2) Windows
NT 4.0 administration -- Eight to ten days (8-10) training for up to 4
students 3) MS Exchange Server -Five days (5) training for up to 4
students. Course dates to be determined with the awarded contractor.
Instructor Requirements -- Instructors shall: a) provide with
documented experience in teaching related courses as set out above. b)
provide three (3) references on previous contracts (commercial or
government) in which the instructor and contractor have performed
similar types of training. c) include all costs in the pricing.
Deliverables -- a) provide all course materials and completion
certificates for all participants who satisfactorily complete each
course. b) provide a course curriculum and course syllabus. The
evaluation criteria will be based on : a) course content or brochures
that address the State Department's requirements as set forth in the
solicitation. b) resumes which include the educational background and
credentials of instructors and project management of the company that
have performed this type of training as stated in the requirements. c)
best price {broken down per person/per class}. d) time frame of
delivery. e) Ability of contractor to coordinate presentation with
USUN's scheduling requirements if need be. The following clauses and
provisions are incorporated by reference and apply to this acquisition:
FAR provision 52.212-1 Instructions to Offerors -- Commercial Items
(AUG 1998); clause FAR 52.212-4 Contract Terms and Conditions --
Commercial items (APR 1998). Each offeror shall include a completed
copy of the FAR provision 52.212-3 Offeror Representations and
Certifications -- Commercial Items (JAN 1999). The clause at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items (JAN 1999), applies to this
acquisition, and paragraphs (b)(1) and (b)(5) of the clause apply. The

clearly marked with RFQ #S-USUN-99-Q-0001 and shall be submitted to
Jacquelyn Herdes, Contract Specialist, at the address listed above no
later than January 29, 1999 at 2:00pm EST. Vendors are hereby notified
that if your complete quote is not received by the date and at the
location specified in this announcement, it will be considered late.
