R -- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH WESTERN PACIFIC FISHERY MANAGEMENT COUNCIL. SOL WASC9-707 DUE 020499 POC Randall Brown (206) 526-6226/FAX (206) 526-6025 Notice of intent to negotiate a sole source contract with the Western Pacific Fishery Management Council (the Council) in Honolulu, HI. Purpose of contract is to conduct a multilateral high level conference on the conservation and management of highly migratory fish stocks in the Central and Western and Pacific. Work involves Pacific Island nations and distant water fishing nations. The vendor shall coordinate the conference and provide travel support to ensure the participation of island nations. Coordination shall include conference planning, meeting logistics/preparations, and post conference administration, including a report on expenditures within 90 days of the conclusion of the conference. The Council's mission is to conserve and manage fishery resources which lie within U.S. EEZ waters surrounding American Samoa, Guam, Hawaii, the Northern Marina Islands, and other remote island territories throughout the Pacific. Over the past 22 years, the Council has worked with the island and rim nations and fishery organizations in the south, central, and western Pacific to assess and develop management programs for highly migratory species in its jurisdiction. The Council also has extensive experience coordinating fisheries conferences including the Multilateral High Level Conference Workshop on Limit Reference Points; 11th Secretariat to the Pacific Community (SPC) Standing Committee on Tuna & Billfish (SCTB); Annual Regional Council Chairman and Executive Directors' Meeting; and International Population Dynamics workshop on Black Footed Albatross. Interested sources must submit their qualifications and experience in these areas. Simple requests for the solicitation will not be honored. Purpose of this notice is to satisfy FAR Part 5 requirements and identify any qualified sources. This is a simplified acquisition with an estimated value of less than $100,000.
