58 -- SIDE SCAN SONAR WITH COMPUTER BASED ENVIRONMENT, FOR TOTAL UNDERWATER OPERATIONS. Commander, Naval Special Warfare group One intends to issue a Sole Source purchase order to Marine Sonic Technology, Ltd. For one (1) each Side Scan Sonar with computer based environment for total underwater operations. The reason justifying the lack of competition is that Marine Sonic Technology, Ltd. Is the only Side Scan Sonar with computer underwater environment that meets the Governments minimum needs: to perform aboard a Swimmer Delivery Vehicle (SDV) in a totally submerged environment by operator wearing breathing equipment. Its performance must not interfere with Swimmwer Delivery Vehicle (SDV) normal operation. The system must be capable of receiving navigation data from the Swimmer Delivery Vehicle (SDV). An ensemble consisting of: Personal computer with windows environment for total underwater operation. Comes with computer pressure case and tested to 135 psig. All components are certified for operations to 300 feet. Sonar operations controlled by a unique underwater pointing device. Thisunique pointing device is suitable for use while wearing heavy duty diver gloves and wet/dry diver suits. The sonar system is fully compatible and iteroperable with data transfer system aboard the Swimmer delivery Vehicle (SDV) and uses dual frequency (150/600 kHz) transducer modules, sonar hardware and software. Software features allow operation with minimum operator training and complete automatic (AUV) operation without operator. Noise filters are installed to reduce interference from other on board systems. The sonar technology and components employed by this system are protected by U.S. Patents (5,142,502 and 5,142,503 of August 25, 1992), which cover the technology incorporated on the Sea Scan personal computer (PC)system. The unit must be capable of maintaining watertight integrity to a maximum 200 feet. Submerged is an aquatic environment in addition to other characteristics as described. The Side Scan Sonar, computer equipment and software are commercial items. Commercial procedures as outlined in FAR Part 12 and in conjunction with FAR Part 13 are applicable. The Request for Quotation will be issued on 01/20/99. FAR 5.207(c)(xi), the closing date is 02/02/99 at 5:00 P.M.(Pacific Coast Standard Time)and the anticipated award date is 02/03/99. The proposed contract action is for supplies for which the Government intends to solicit and negotiate one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The notice of intent is not a request for competitive quotations. Request for Quotation set forth above will be considered by the Government. The Side Scan Sonar, computer equipment and accessories shall be delivered F.O.B. Side Scan Sonar, computer equipment and accessories shall be inspected and accepted at Ford Island, Pearl Harbor, Hawaii, 96860. A determination by the Government not to compete with proposed contract based upon response to this motice is solely within the discretion of the Government Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
