Office at Patuxent River is currently seeking sources for Architectural
Design and Engineering services with associated multidisciplines for
Structural, Civil, Mechanical and Electrical support to prepare
detailed plans, specifications and accurate cost estimates for
competitive bidding or negotiated procurement for various construction
projects at the Naval Air Station/Naval Aiar Warfare Center Patuxent
River, Maryland; Naval Air Station Solomons Annex, Solomons, Maryland;
and Webster Outlying Field, St. Inigoes, Maryland and satellite
locations in St. Mary's County. Services may include related studies,
plans, maps, investigations, and reports for Navy Shore Facility
planning components. A-E services for competitive bidding include:
repairs, renovations, additions, alterations, rehabilitations, roofing,
and new construction. The estimated construction cost of a typical
project is between $100,000.00 and $500,000.00. The contract will be an
Indefinite Delivery Contract where orders will be placed on an "as
needed" basis intermittently for a period of twelve (12) months or
$250,000.00 whichever comes first. Individual fees for any one
project/delivery order shall not exceed $150,000.00. The contract shall
contain an option to extend for an additional one year or $250,000.00.
If exercised the A-E will receive official notice at least 60 days
prior to the renewal. A minimum guarantee of $12,500.00 is guaranteed
for the Base year. The estimated start date is March 1999. The intent
is to select one multi disciplined firm specializing in Architectural
Design. Availability of multi-discipline support is expected. Selection
Evaluation criteria, in relative order of importance are included
below. (1) Specialized experience and professional qualifications of
the firm and the proposed project team in providing architectural
design, engineering, space planning and planning support services. (2)
Demonstrate capabilities in sustained accomplishment of work within
established time limits for multiple and simultaneous delivery orders;
Literature should be included to demonstrate firm's ability to meet
deadlines. (3) Past performance of the firm. Firm should include
literature to support documentation of past performance; (4) Quality
Assurance/Quality Control program to ensure coordinated technically
accurate plans, specifications, cost estimates, reports and studies.
(5) Preference will be given to firms with past experience, with
respect to performance on DON and DOD contracts. (6) Familiarity with
Department of the Navy (NAVAC) Shore Facilities Planning. (7)
Preference will be given to firms within the general geographic area of
NAS/NAWC, and that have a knowledge of the general locality of the
projects, provided that application of the criterion leaves an
appropriate number of highly qualified firms. (8) Firm's knowledge,
understanding and use of AutoCAD Version 13/14. (9) Firm's capability
to produce contract specifications and cost estimates on a computer
based system compatible with SPECINTAC format, and plans on a system
compatible with AUTOCAD. Each firm's past performances and performace
ratings will be reviewed during the evaluation process and may affect
the selection outcome. Firms responding to this announcement by close
of business 28 February 1999 will be considered. Firms having a current
SF254 on file with this office may also be considered. Site visists
will not be arranged during the advertisement period. This proposed
contract is being solicited on an unrestricted basis. Interested firms
are requested to include telefax numbers, the Contractor Establishment
Code (CEC), formerly the DUNS number, and the Taxpayer Identification
Number (TIN) on the SF2255 Block 2b. Experiences identified in Block 10
should not be more than 5 years old. This is not a request for
