NASA/GSFC plans to issue a Request for Quotation (RFQ) for the purchase of a computer aided engineering (CAE) test compiler with upgrade to Testgen XP Tool. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Synopsys, Inc., of Bethesda, MD, as the only company to provide these tools. These items will be used to facilitate the design of very high density integrated circuits. These components are being developed for high performance ground and space base electronics. The Testgen XP tool is intended to directly support the on-going efforts of the Microelectronics & Signal Processing Branch to design, develop, and test advanced ground/space electronics. This tool is required to continue the evolution of current in-house VLSI design methodologies to a higher level of design abstraction in order to promote higher design productivity and design reuse. This tool is the only known CAE tool that provides seamless interface and compatibility for analyzing millions of gates in a short time, allowing multiple analysis runs in a single day; thus, accelerates the development of integrated circuit development and enables the optimization of designs with respect to testability and performance. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
