susan.benik@dtra.mil. The Defense Threat Reduction Agency (DTRA) has a
requirement to Increase SS-18 Eliminination and Destruction Capacity
at Surovatikha. The scope of this work includes implementing necessary
facility and equipment modifications at Surovatikha to increase SS-18
intercontinental ballistic missile (ICBM) elimination and destruction
from a current capacity of 30-32 to a minimum of 50 ICBMs per year.
Facility and equipment modifications also will facilitate the
destruction of SS-18 transport/launch canisters (TLCs), propulsion
nozzles, adapter sections, nose cone fairings and platforms, and the
self contained dispensing pods (SCPs). The increased capacity shall be
accomplished through a combination of refurbishments to existing
facilities and equipment, construction of new facilities, and
procurement and installation of new equipment. Supporting systems such
as electrical, lighting, lightning protection, heating, ventilation,
hazardous material monitoring, drainage, transportation, and
communication and process systems shall be inspected and modified, as
necessary, to accomplish the throughput increase. All refurbishment,
construction, and procurement of facilities, equipment and supporting
systems will be performed in accordance with applicable local and
national environmental and safety laws, construction codes, and
approved design documentation and procedures. DTRA plans to award a
sole source procurement to the Russian Federation Chemical State
Enterprise, Design Bureau of Transport -- Chemical Machine Building,
#32 Kirpichnaya Street, Moscow, Russia. Any other firm desiring
consideration must fully identify its capability to perform this
requirement within the time and budget allotted. See Note 22.
