COMMERCE BUSINESS DAILY ISSUE OF JANUARY 20,1999 PSA#2265ASC/RAK, 2640 Loop Road West, Building 557, Wright-Patterson AFB, OH
45433-7106 16 -- REQUEST FOR INFORMATION (RFI) REGARDING A SYSTEM INTEGRATION
(SI) ACTIVITY FOR AIRBORNE RECONNAISSANCE SYSTEMS SOL n/a POC Stephen
C. Davis, Contracting Officer, (937) 255-2973 Aeronautical Systems
Center's Reconnaissance Systems Program Office (ASC/RA), is seeking
information and industry concepts pertaining to establishing a System
Integration (SI) activity for airborne reconnaissance system
development, system baseline migration, and system upgrade. The purpose
for establishing an SI activity is to achieve a well-coordinated system
of systems engineered migration plan that captures all subsystems
responsible for tasking through exploitation. The SI activities, as
currently envisioned, would encompass end-to-end system wide testing,
information quality assurance, high-level configuration change process,
and system engineering planning that includes assessing impact of
changes across multiple segments. Ideally, the SI concepts submitted in
response to this RFI would be able to be augmented to incorporate a
tightly coupled airborne surveillance capability and account for space
based capabilities available as intelligence/surveillance assets. The
result of a well-engineered system of systems would be a more
synergistic combination of air and space assets to meet the objectives
outlined in the Air Force Strategic Plan available on the internet at
http://www.au.af.mil/au/awc/awcgate/vol1htm.htm The government is not
requesting information regarding the suitability of specific
contractors for the role, but is requesting information regarding the
potential roles an independent SI contractor could perform. Respondents
to this RFI should identify whether they are a large or small business
along with their company's name, address, telephone number and a POC.
To the maximum extent possible, please submit non-proprietary
information. Any proprietary information submitted should be identified
as such and will be properly protected from disclosure by the
government. Copies of both a draft System Engineering Management Plan
(SEMP) and draft Configuration Management Plan (CMP) are available upon
request. Contractor requests for the draft SEMP and CMP are required,
in writing, by 30 Jan 99 No telephone requests will be accepted. All
information must be submitted not later than 28 Feb 99. The preferred
method for transmitting information is via electronic mail, but
facsimiles are acceptable. E-mail davissc@rasg.wpafb.af.mil or
facsimile (937) 656-4054. Responses may also be mailed to: ASC/RAKP,
2640 Loop Road West, Building 557, Wright-Patterson AFB, OH 45433-7106,
Attn: Mr. Stephen C. Davis. Programmatic and technical questions for
this RFI may be directed to Capt Chuck Beams, (937) 255-4084,
beamescl@rasg.wpafb.af.mil. See Note(s) 26 This is a Request For
Information (RFI) only and all information received will be for
planning purposes only. This RFI does not constitute an Invitation for
Bids, Request for Proposals or Request for Quotes. The Government does
not reimburse respondents for any cost associated with responses to
this RFI. At this time, the government does not anticipate the release
of a solicitation; however, all responsible sources may submit
information that shall be considered by the agency. See Note(s) 26.
