IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation
F30602-99-Q0181 is being issued as a Request for Quotation (RFQ)
incorporating provisions and clauses in effect through Federal
Acquisition Circular 97-10 and DFAR Change Notice 19990101. Additional
information may be obtained at AFRL Information Directorate's (Rome
Research Site Business Opportunities Homepage (RRSBOH)) at the URL
listed below-see Local Business Opportunities and FAR, DFAR, AFFAR and
AFMCFARSUP on-line, the latter for access to full text of all
provisions and clauses. The SIC code is 8299 for this unrestricted
acquisition with a small business size standard of $5M. The Air Force
Research Laboratory, Rome Research Site, Information Directorate has
arequirement for a contractor to provide on-site training for
commercial off-the-shelf (COTS) software courses to include Office
Automation and other Information Technology (IT) related topics
including a MAC to PC Transition Class, using
Government-owned/provided/maintained Personal Computers (PCs). A sample
of the IT courses are as follows: Microsoft Word, Microsoft Excell,
Microsoft PowerPoint, Microsoft Access, Microsoft NT, Microsoft
Outlook, Microsoft Project, Netscape, Creating HTML. The contractor
shall conduct a maximum of 648 hours (81 days) of training during the
performance period. The Government will determine what form the
training, for each course, will take; i.e., classroom style auditorium
style or at a user's office. The contractor shall provide the manuals
for training for courses that the contractor has developed. For
courses that the government develops, the government will be
responsible for all training materials. Performance Period is 15 Feb 99
through 30 Sep 99. Item 0001; Instructor(s); Est 648 hrs at
$___________ per hour. See RRSBOH. Alert: Vendors are STRONGLY
encouraged to use the Standard Form 1449 as the first page of their
offer/quote/bid. If you choose not to use the Standard Form 1449, you
are cautioned to complete and provide with your written quote all the
data requested by FAR 52.212-1 Instructions to Offerors-Commercial
Items. Failure to do so may eliminate you from consideration for award.
The clause at 52.212-1, Instructions to Offerors-Commercial Items
applies to this solicitation; however, no addenda applies to 52.212-1.
FAR 52.212-2 Evaluation-Commercial Items is applicable. Paragraph (a)
is amended as follows: The following factors, listed in descending
order of importance, shall be used to evaluate offers: 1)
Qualifications of the instructors being identified to teach IT courses
(See Paragraph 6 of the Requirements for Commercial Software Training
at the RRSBOH). 2) Types and frequency of training provided to the
instructors being identified to teach at RRS. Contractor must
demonstrate evidence of continuing training which refreshes the
knowledge of the instructors who will be training at RRS. 3) Past
Performance. Offerors must provide with the quote at least five
references to illustrate past performance. 4) Price. Price will be
evaluated for fairness, reasonableness, and completeness as it relates
to the service offered. Award will be made based on the best value to
the government. Include a completed copy of FAR 52.212-3 and DFAR
252.212-7000, Offeror Representations and Certification-Commercial
Items, DFAR 252.225-7035, Buy American Act-North American Free Trade
Agreement Implementation Act-Balance of Payments Program Certificate,
with your quotation. See RRSBOH. FAR 52.212-4, Contract Terms and
Conditions-Commercial Items, is applicable. The clause FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items, applies to this acquisition.
Additional FAR clauses cited in the clause applicable to this

94-2383, Rev 10 dated 11/12/1998, and (c)(2) Employee Class #29160,
Monetary Wage $21.66, NOTE: This statement is for informational
purposes only, it is not a Wage Determination, DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial Items
applies to this acquisition. Additional DFARS clauses cited in the
clause applicable to this acquisition are: 252.227-7015, 252.227-7037,
and 252.247-7024. The DPAS rating for this requirement is DO-S10. To
be eligible to receive a contract award from a Department of Defense
(DoD) activity after 1 Jun 98, contractors must be registered in the
