Institute (FSI) seeks the services of a multi-media/crisis mgmt trainer
to conduct and develop crisis management training, both at the Foreign
Service Institute and overseas posts. FSI shall pay transportation and
United States Government per diem costs for Contractors personnel. FSI
shall assist the contractor in obtaining necessary country clearances
and in shipping instructional materials to the overseas location. The
selected contractor must have or be able to obtain a TOP Secret
facility security clearance issued in accordance with the national
Industrial Security Program Operating Manual (NTSPOM), DOD 5200.22-M.
Personnel must have TOP Secret personnel security clearances for this
effort. All travel shall be by common carrier at the lowest possible
cost to FSI. Fist class and business class is not authorized except as
described in the GSA Federal Travel Regulations. No faxed
solicitations will be accepted. The Standard Industrial Classification
Code is 8299 and the business size standard is $5,000,000.00. This
will be a fixed price labor hour contract. The evaluation criteria of
this solicitation is as follows: a) Experience of proposed trainer in
interactive computer-based training 20% b) Expertise of proposed
trainer in instructional design principles and simulations 10% c)
Extensive knowledge of proposed trainer of crisis management procedures
30% d) Demonstrated ability of proposed trainer to train adults 30% 5)
Cost 10%. All quotes shall be clearly marked with RFQ#SFSIAQ-99-R-0296
and shall be submitted to Mr. Ernest Williams, contract specialist, at
the address and phone number listed above no later than 2:00 EST
February 5, 1999. Bidders are hereby notified that if your quote is not
received by the date/time and at the location specified in this
announcement, it will be considered late. Award will be made within
one(1) month after closing of this solicitation. This action is a 100%
competitive 8 (a) set-aside. The contract will be for a base and four
