This is the third synopsis for OMB Circular A-76 Cost Comparison Study
of the Aircraft Maintenance and Base Supply Functions at Andrews AFB
MD. The total number of people affected by the study is approximately
815 individuals. The contractor shall provide all personnel, equipment,
tools, materials, supervision, and other items and services necessary
to perform the necessary services. The resultant contract awarded, if
any, will be awarded on an all or none basis as a fixed price contract
with award term provisions. The contract performance period is
intended to be a five year base period with the potential of an
additional 5 years for satisfactory to excellent performance in
accordance with the award term plan. This requirement will be issued on
an unrestricted basis. SIC Code and Size Standard for this acquisition
is 4581 -- $5M. The anticipated formal solicitation release date is 26
Feb 1999. A draft Section L of the solicitation was released on the AMC
WEB page for downloading on 30 Dec 1998. A draft Section M is scheduled
to be released to the AMC WEB page on or about 15 Jan 1999. Additional
draft sections will be released to the AMC WEB page as they become
available. The planned announcement date is 10 Apr 2000. This
solicitation will not result in a contract if government performance is
determined to be more advantageous in accordance with OMB Circular A-76
procedures. Request that all prospective offerors submit their name and
address of business, point of contact, telephone number, FAX number,
e-mail address, size of business, cage code, DUNS number and tax
identification number to the above address to insure that all parties
receive attachments to the RFP, etc., that will not/cannot be posted on
the Web. E-mail requests are acceptable and encouraged
(Susan.Madison@scott.af.mil). Companies already on our mailing list as
a result of our previously synopses published on 19 Oct 1998 and 30
Nov 1999 do not need to reapply. This office will be posting all draft
documents as they become available on the AMC WEB page for review
