The United States Customs Service is soliciting proposals on a full and open competitive basis from qualified real estate vendors to award a lease contract6 for an aviation facility of permanent construction, located on or easily accessible to the taxiways and runways of an airport located in the San Antonio Metropolitan area, San Antonio, Texas. The offer must meet or be capable of meeting the following criteria: provide a leased facility of approximately 37,000 square feet of rentable space, comprised of 12,000 square feet of hangar, 4,500 square feet of office space, 20,000 square feet of dedicated aircraft ramp, with tie-downs and grounding points. The airport must have a minimum 6,000 foot long, hard-surface and lighted runway with instrument approach, 24-hour emergency fire and crash response, air traffic control for takeoffs and landings, immediate access to taxi/runways for takeoffs, 24-hour security and limited access to the designed ramp, which shall be immediately contiguous to the leased hangar/office facility. The prospective lease sought will be for ten (10) years firm, with options for a maximum lease term of up to twenty (20) years. The offer should be for a fully serviced lease, and include all utility, custodial, and services in the rental price. Occupancy is required no later than October 1, 2000, and offers will be considered for both existing premises and for build-to-suit, but must meet all applicable fire and life-safety code requirements, seismic and handicap accessibility requirements.
