draft Request for Offer (RFO), and subsequently a formal RFO, for
training & education services in support of NASA Headquarters' Training
& Development Division, Code FT. This synopsis supercedes the previous
synopsis for this requirement posed to the NAIS and published in the
Commerce Business Daily (CBD) in January 1997 (under RFPW-D-15377). The
required support services include human research and organization
development research, design and development activities, educational
activities, survey/assessment instruments and feedback reports,
training & development evaluation and validation, and
newsletter/periodical design, development, and publication. NASA
anticipates awarding a single fixed-price
indefinite-delivery/indefinite-quantity task order type contract with
a minimum value of $50K and a maximum value of $8M over the contract's
maximum 5-year effective period. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26.
Thisprocurement is a total small business set-aside. See Note 1. The
SIC Code and Size Standard are 8299 and average annual sales over the
past three years not exceeding $5.0M, respectively. The DPAS Rating for
this procurement is DO-C9. The anticipated release date of the draft
RFO is on or about January 25, 1999, with an anticipated due date for
industry comments of on or about February 5, 1999. The anticipated
release date of the formal RFO is on or about February 12, 1999, with
an anticipated offer due date of on or about March 15, 1999. All
qualified responsible sources may submit an offer in response to the
formal RFO, which shall be considered by the agency. An ombudsman has
been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser application.

formal RFO, prospective offerors shall notify this office of their
intent to submit an offer. It is the offeror's responsibility to
