Office, Contract@nist.gov. The National Institute of Standards and
Technology (NIST), Gaithersburg, Maryland, has a requirement for a
contractor to supply and install an Emission Control System (ECS) in
Building 205, on the Gaithersburg, MD campus. The ECS consists of a dry
scrubber and baghouse system mounted on a pad adjacent to Building 205.
This includes, but is not limited to, new electrical services for the
ECS, plumbing for the ECS, exterior landscaping to screen the ECS,
interior modifications including new burn hoods and associated
ductwork, and a maintenance agreement for the ECS and components for up
to one year after final acceptance. This requirement includes all
associated construction work required to be performed on Building 205
to install the system. The base contract includes one train of emission
control equipment (a scrubber, baghouse, exhaust fan, and ancillary
equipment); Option I is for the second train of emission control
equipment; and Option II is for the landscaping poles necessary to
screen the ECS. Additional twelve month maintenance agreements are
required (for a total of 48 months), therefore Options III, IV, V, and
VI, represent those additional agreements . It is anticipated that
there will be significant construction required for this procurement.
The requirement is being procured as a turn-key operation. The
Contractor is required to obtain approval of the equipment from the
Maryland Department of the Environment (MDE). Completion of the
requirement is twelve months after MDE approval is received. Evaluation
criteria are (1)Past Performance -- (a) Past Performance with Similar
Application of Use; (b) Past Performance with a Turnkey Solution; (c )
Past Performance of Proposed Project Manager and Superintendent; and
(2) Equipment and System Use -- (a) Simplicity of Operations; (b)
Simplicity of Maintenance; (c ) Capability of Equipment to Meet or
Exceed Solicitation Requirements. You may telefax your request for the
