synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). This notice is being
issued as a Request for Offer (RFO) for a Thermographic Infrared
Imaging System, quantity of 1 which shall meet the following salient
characteristics: 1. Unit shall operate in the range of approximately 3
to 6 micron wave length 2. Image shall be 320 X 244 PIXELS 3. Optical
field of view shall be no greater than 17X13 degrees 4. Selectable 256
OR 16 color/gray levels 5. Unit shall be stirling cooled 6. Unit shall
be capable of remote control operation 7. PC analysis software and
control software shall be provided and shall operate on a
Government-owned Dell, 266 Mz,Pentium 2, PC 8. Shall be capable for
1500C operation with optical filter 9. Operation and maintenance
manuals shall be provided The provisions and clauses in the RFQ are
those in effect through FAC 97-08. This procurement is a total small
business set-aside. The SIC code and the small business size standard
for this procurement are 3674 and 500, respectively. The offeror shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit an offer which shall
be considered by the agency. Delivery to Lewis Research Center, 21000
Brookpark Road, Cleveland, Ohio 44135 is required within 20 days ARO.
Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Offers for the items(s) described above may be
mailed to NASA Lewis Research Center, 21000 Brookpark Road, Cleveland,
OH 44135, Attention: Marilyn D. Stolz, MS 500-306 by the date/time
specified above and include, solicitation number, FOB destination to
this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Offerors are encouraged to use
the Standard Form 1449, Solicitation/Contract/Order for Commercial

Offerors shall provide the information required by FAR 52.212-1.

number. Selection and award will be made on an aggregate basis to the
lowest priced, technically acceptable offeror. Technical acceptability
will be determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. An ombudsman has been appointed -- See
