Structural Engineering Services, and supporting landscape architecture,
civil engineering, mechanical engineering, electrical engineering and
cost estimating services for facility projects located on National
Forest lands within the states of Oregon, Washington and, to a lesser
extent, Alaska. The Government intends to award multiple task order
contracts for a one-year period, with up to four additional one-year
option periods. As specific projects arise, contract firms will be
evaluated and ranked according to the applicability of their
qualifications to the specific project. Projects may include any or all
of the following elements: design, review of designs performed by
others, professional consultation, site inspections, condition surveys,
office and site-based construction assistance, computer aided drafting,
shop drawing review, material submittal review and model construction.
The design process includes submittals at 10%, 30%, 60%, 90% and 100%
phases. Meetings will be required at the 10%-60% submittals.
Submittals include, but are not limited to, drawings, project
specifications, cost estimates, equipment lists, calculations and
color/finish boards. Types of facilities covered include: offices,
single and multiple family residences, commercial and industrial
buildings (including, but not limited to, vehicle maintenance, welding
shops, wood/metal shops, nursery related facilities such as
greenhouses and tree coolers, wastewater treatment facilities and
hazardous facilities such as gas/oil/paint storage), from 100 sf to
200,000 sf in new or remodeled construction. THE FOLLOWING CRITERIA
WILL BE APPLIED IN EVALUATING FIRMS FOR CONTRACT AWARD AS WELL AS
SELECTION FOR TASK ORDERS: (1) Professional qualifications necessary
for satisfactory performance of required services; (2) specialized
experience and technical competence in the type of work required
(specialized technical skills, project coordination and management
skills, experience working together as a team, familiarity with the
common types of Forest Service facilities design and construction
activities within the states of Oregon and Washington and, to a lesser
extent, Alaska, including knowledge of material/equipment suppliers
and common construction methods); (3) capacity to accomplish the work
in the required time; (4) past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) location in the
general geographical area of the project and knowledge of the locality
of the project. NOTE: Day-to-day interaction will be required between
ordering offices (throughout Oregon and Washington and, to a lesser
extent, Alaska) and the contractor's facility. To accomplish this,
evaluation/consideration of firms will be made as follows. Evaluation
for contract awards: Firms should be located in, or have an authorized
representative in, Oregon or Washington. Task order selection (after
contract awards, selection of a contractorfor a particular project):
Firms should be located in, or have an authorized representative in,
the community nearest the ordering office. Firms will be evaluated as
such, provided that application of this criterion leaves an appropriate
number of qualified firms, given the nature and size of the project;
(6) demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility
design; (7) computer capabilities (specifically, Autocad and Microsoft
Office, with the ability to transmit electronically). INTERESTED FIRMS
SHALL RESPOND TO THIS AD BY SUBMITTING THE FOLLOWING: Five (5) copies
of each of the following Standard Forms (SF): SF-254,
Architect-Engineer and Related Services Questionnaire, to provide
information concerning the firms' general qualifications; and SF-255,
Architect-Engineer and Related Services Questionnaire for a Specific
Project, to provide more detailed information concerning qualifications
for the specific type of work listed herein. These forms are available
electronically at: http://www.gsa.gov/forms. FIRMS MAY SUBMIT FOR
ARCHITECTURAL ONLY, STRUCTURAL ONLY, OR BOTH -- CLEARLY INDICATE THE
INTENT ON THE SUBMITTAL OR A COVER LETTER THERETO. Responses are due
