announcement constitutes a sources sought synopsis. This is neither a
Request for Quotations (RFQ) nor a Request for Proposals (RFP). Program
Management, Information Technology Infrastructure (PM IT), U.S. Marine
Corps, Quantico, VA, is seeking sources to participate in establishing
GSA Federal Supply Schedule Blanket Purchase Agreements (BPAs) for
Commercial-Off-The-Shelf (COTS) Information Technology (IT) hardware as
part of the DON/USMC Enterprise Solution. The following information is
provided to assist potential vendors, who have the capabilities,
experience and knowledge to meet this requirement. COVERAGE This is an
"Enterprise" initiative which will satisfy the requirements of the
entire USMC, the size of which is the equivalent of a Fortune 500
company and the DON. BPAs resulting from any solicitation will be the
mandatory acquisition vehicles utilized to satisfy USMC IT requirements
worldwide and, while not mandatory, would be open for Department of
Navy (DON) use as well. The USMC will act as the executive agent for
the establishment and management of any resultant BPAs. The Request for
Quotation (RFQ) will be comprised of three distinct bid lots: Desktops,
Laptops, and Servers. Evaluation of proposals will consist of "Best
Value" determination and evaluation will be performed by bid lot. Any
resulting BPAs may include multiple lots. Firms must be a GSA Schedule
holder. All equipment shall include a minimum three-year warranty with
possible extension to four or five years; provide worldwide logistical
support; and training. ORDERING In FY99 any contracting office within
USMC may place orders against any resultant BPAs. In FY00, all USMC
orders will be processed centrally through the PM IT office. DON
contracting offices may place orders directly for DON requirements
throughout the life of the BPAs. Any resultant BPAs will be available
through the Navy Information Technology Catalog (ITEC Direct), the
Marine Corps Buyer's Guide and DoD E-Mall. No award will be made as a
result of this announcement. Interested sources shall provide
