39 -- TWO 10-TON OET CRANES FOR THE NAVAL SUPPORT STATION, MECHANICSBURG, PA SOL N62472-98-R-1655 DUE 031199 POC JoAnn M. This solicitation will be available after 1 February 1999 and will be issued on a 3.5 inch disk in MICROSOFT WORD and EXCEL (OFFICE 97). Cost and Technical Proposals are being solicited. The following evaluation factors will be considered for subject Request For Proposal: 1)Price, 2)Technical, including (a)Technical Approach, (b)Management Plan and (c)Past Performance. The award shall be based on best value to the Government; price and other factors considered. The scope of work includes but is not limited to the following: design, fabricate, assemble, deliver, install, inspect and test (2) 10-Ton Commercial off-the-shelf OET Cranes. The cranes are located in Building 505, Naval Support Station, Mechanicsburg, PA. The cranes shall be provided with the following: remote radio controls and a skeleton cab, full-width walkways on drive side C/W toe guards and handrails, bridge and trolley electric drives to be (5 point) variable frequency with a drift point, hoist electric drives to be (5 point) flux vector with feedback, bridge and trolley motors to be inverter duty, hoist motors to be flux vector duty w/blowers and encoders; new runway electrification and new runway end-stops. The removal of (2) existing Shepard-Niles 10-Ton OET Cranes is included as an option. Trolleys and Controls will remain the property of the Government.
