Agency (DLA) is interested in obtaining Supply Chain Management
Logistical Support for the C-5 Programmed Depot Maintenance mission at
Warner Robins Air Logistics Center (WR-ALC), Robins Air Force Base,
Warner Robins, GA. Performance to meet worldwide requirements will be
integrated at a later date if the successful contractor is meeting the
WR-ALC requirements. Anticipate award of a fixed-price contract in
July 1999. Basic contract period of performance will be 2 years with 3
one-year options. Request for proposal is anticipated April 1999. The
contract will include requirements in the following areas: 1.
Providing logistics support services for items on the contract. These
services may be in the areas of (1) transition planning, (2)
provisioning of proprietary and non-proprietary items, (3) managing of
DLA and contractor owned inventory, (4) forecasting customer
requirements, (5) system engineering and technical support, (6)
synchronizing demand distribution to meet depot and operational
requirements, (7) rapid response manufacturing for priority
requirements, (8) maximizing use of Direct Vendor Delivery (DVD), and
(9) developing inventory investment strategy necessary to meet required
performance metrics. 2. Providing on-site customer liaisons at WR-ALC.
The liaisons will interface with the customer to facilitate (1)
improved forecasting, (2) maintenance and production planning, (3)
expedited material procurement to prevent work stoppages, (4) movement
of required parts to the customer, and (5) resolution of engineering
or technical problems and warranty. 3. Providing management information
services to establish, test and maintain seamless interfaces with DLA
and Air Force (AF) legacy systems. The contractor shall (1) be
Electronic Data Interchange (EDI) compliant, (2) use U. S. Government
approved Value Added Network (VAN). 4. Developing and testing surge
plans capable of sustaining an unbroken stream of maintenance, repair
and operating supplies that will eliminate the need to build up large
inventories of contingency assets or otherwise take extraordinary
measures to prepare for a major surge. 5. Providing the Contracting and
Program Offices with data through the World Wide Web to (1) monitor
logistic performance under the contract, (2) provide delivery order /
requisition status to the customers, (3) update status on DLA / AF
legacy systems during all stages of delivery order / requisition
