SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is QC0017 and
the solicitation is being issued as a Request for Quote (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-09. The Environmental
Protection Agency (EPA) anticipates that the contract will be awarded
as a result of full and open competition. A firm-fixed-price contract
is anticipated to result from the award of this solicitation. The
associated Standard Industrial Code (SIC) is 5049. This procurement is
for acquisition of a submersible UV/PAR profiling radiometer. This
system is needed for use in the Coral Assessment projects. The system
is needed to accurately quantify the solar radiation at field sites in
order to determine the effects of UV radiation on coral ecosystems.
The system will be used to measure irradiance at the water surface, at
the reef surface and over a gradient of depths used in experimental
manipulations. Due to these uses the meter shall be of a size
reasonable for transport on and deployment from research vessels
(ranging in length from 8 to 160 feet). The system shall meet all of
the following criteria (Proposals will be evaluated using the following
technical capabilities criteria): 1)The system shall be submersible to
over 100m and include a lowering frame. 2)The system shall be able to
read solar irradiance at specific wavelengths in the UVB, UVA and PAR
regions of the solar spectrum. 3)The system shall be portable for
deployment from shore and boats (weighing 90 lbs. or less), 4)The
system shall have a depth profiling capacity. 5)The system shall have
electronic data logging capability. 6)The system shall have the ability
to be run off of batter power if necessary. 7)The system shall be
calibratible with a National Institute of Standards and Technology
(NIST) traceable lamp. 8) The system shall be standard instrumentation
which is used by others in the scientific community for the same
application. Use of the same instrument ensures that our measurement
will be comparable to other studies. This is very important when work
is submitted for publication in peer-reviewed journals. 9) The system
shall interface with a standard PC and provide software which allows
for integration and averaging of measures, graphic and numeric display
of data and the potential to transfer data to other media formats. 10)
The functional system shall be delivered within 3 weeks of contract
award. 11)Prototypes or untested units or sensors shall not be
considered. 12)The provider shall also be able to provide a carry case
and a surface reference sensor. The provider shall provide three
previous client names and contact numbers for reference checks. The
provider shall also provide references in the scientific literature of
the successful use of their radiometer and its acceptance in
scientific discourse. Award will be made to the lowest priced offer
meeting all of the technical requirements. The following FAR provisions
apply to this solicitation: 52.212-1, Evaluation-Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Item. Evaluation
criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: (i) technical capability to meet the Government requirements;
(ii) past performance; (iii) price, in decreasing order of importance.
Technical and past performance, when combined, are significantly more
important than price. All offerors are to include with their offers a
completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clause applies to
this acquisition: 52.212-4, Contract Terms and Conditions-Commercial
Items. The following additional FAR clauses which are cited in clauses
52.212-5 are applicable to the acquisition: 52.203-6, Restrictions on
