"Alarm, Signal & Security Detection Equipment, " which was issued as a
combined synopsis/solicitation in the Commerce Business Daily (CBDNet)
on November 30, 1998 and subsequently amended on December 15, 1998,
December 22, 1998, and January 6, 1999, is hereby amended to provide
clarification and answers to questions raised by prospective offerors.
With this amendement, the deadline for questions has passed and there
is no guarantee that a timely response will be forthcoming prior to
the due date of proposals which is 3:00 PM EST on January 27, 1999.
Clarifications: Question 1: If the outputs referenced are not
necessarily "digital", what does NCI want as output? Answer 1: The
requirement is for the output of the alarm system to be available
through the existing PC that supports building security (located at the
guard station). The local alarms on the equipment are adequate for
immediately available laboratory personnel. There is no requirement as
to the type of technology necessary (e.g., analog, digital, other
technology, etc.). However, the system shall be functional and
accurately report alarms on the existing PC. Question 2: How much free
space is available on the hard drive of the existing computer? In
addition, if the PC is using a different software package for security,
will the current operating system be adversely affected if the security
software is upgraded: If the operating sytem is changed/reconfigured,
the alarm system would require upgrading or could render the alarm
system inoperable. Answer 2: The sytem has a minimum of 1.2 gigabytes.
the physical security system has used 75.1 megabytes. Other
applications (e.g., security system) are not expected to adversely
affect the operating system. NCI does not anticipate an upgrade to the
security system in the near future. Therefore, the current operating
system will remain unchanged for a significant period of time. Question
3: Given the nature of alarm systems, is it possible to see the
facility in order to get a betterperspective on the requirement? Answer
3: Parties interested in this requiremnt may visit the Advanced
Technology Center in Gaithersburg, Md. on January 19, 1999 at 2:00 PM
EST. To reach the ATC, Follow Route 270 North to the exit for Shady
Grove Road. Proceed on Shady Grove Road, EAST, across MD Route 355, to
the second traffic light at Oakmont Ave. Turn Left on Oakmont Avenue
and pass under the bridge, turn LEFT into the second driveway and
follow to the last building on the right, 8717 Grovemont Circle.
Question 4: The operational procedures are described in the previous
amendment, along with the information in Answer 1 to this amendment. To
reiterate, the output of the alarm system shall be available through
the existing PC that supports building security (located at the guard
station). The existing local alarms on the equipment are adequate for
immediately available laboratory personnel. The security guard will
monitor the alarm system via the PC and follow established written
