Manager for Mines, Countermine and Demolitions, Countermine Division,
is seeking sources for a vehicle system which meets the criteria
contained below. At a minimum, vendors should provide detailed
information regarding their systems to include but not limited to
published cost, availability, and performance which relates to the
stated criteria. Evidence of fielding and operational experience of
this system should be included. Non-developmental (in production or
fielded) vehicle platform with landmine neutralization capability
designed to operate in a AT & AP Landmine environment providing the
highest level of protection for crew and passenger (operator, assistant
driver, and 4 additional personnel) survivability against an AT
Landmine encounter equivalent to 30 pounds TNT. System must have
ballistic protection equal to or greater than 7.62 NATO Ball. The mine
neutralization portion of this system will be used to discriminate
between real and falsely marked mine locations and must be able to
remove or destroy all marked mines. The operator-controlled neutralizer
will also be able to place an explosive charge onto a mine as an
alternative approach for eliminating the mine threat. Platform and
neutralizer must be field repairable within 4 hours after each AT
Landmine encounter. System should have additional space for future
up-grades that may include tele-operation, command and control station
for tele-operation of the Ground Standoff Mine Detection System, and
storage of additional equipment. Speed capability of this system should
be provided. Vendors should submit detailed information regarding their
systems which supports the basic requirements listed above. Responses
