The Naval Air Systems Command intends to award Contract N00019-99-C-1243 sole-source to Summit Research Corporation for the provision of exercise planning, execution and fine-grain analysis services for the Anti-Submarine Warfare (ASW) Fleet Air Readiness Effectiveness Measuring Program (AIREM). The period of performance is from 31 January 1999 to 30 June 1999. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 (iii): "Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements". In the meantime, the Naval Air Systems Command and PMA264 plans to issue a competitive Request for Proposal (RFP) to conduct a full and open competition during the 2nd and 3rd quarter of fiscal year 1999, to award in July 1999 for the same requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
