The Fund for the Improvement of Postsecondary Education (FIPSE) is seeking a contractor to undertake a program evaluation of the United States-European Commission Program for Cooperation in Higher Education and Vocational Training(U.S.EC Program). The period of performance shall be forty-four(44) weeks. The Request for Quotation(RFQ) will be issued on December 23, 1998.
