synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This notice is being issued as a
Request for Proposal (RFP) for the purposes of examining the
feasibility of accommodating a science instrument or technology
demonstration, as a secondary payload on a commercial Geo-Synchronous
Earth Orbit (GEO) communications satellite. The Government intends to
award multiple contracts for the same or similar services to two or
more sources under this solicitation unless the Government determines,
after evaluation of offers, that only one offeror is capable of
providing the services at the level of quality required. Offerors may
propose to study more than one host bus, but NASA will not award more
than one contract to a single vendor. NASA does not intend to award a
single contract for more than $200,000. The provisions and clauses in
the RFP are those in effect through FAC 97-08. The SIC code and the
small business size standard for this procurement are 8999 and
$5,000,000 respectively. The offeror shall state in their offer their
size status for this procurement. All qualified responsible business
sources may submit an offer which shall be considered by the agency.
Delivery to GSFC is required in accordance with the Statement of Work,
section 2.0. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Offers for the items(s) described above may
be delivered to Goddard Space Flight Center, Bldg. 16W RM 115 Attn:
Leif L. Grotos Code 214.3, Greenbelt, MD 20071 by the date/time
specified above and include, solicitation number, FOB destination to
this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Offerors are encouraged to use
the Standard Form 1449, Solicitation/Contract/Order for Commercial
Items form found at URL:

Additionally, offeror's total proposals are limited to five (5) pages,
excluded from the 5 pages is the offeror's Certifications and
Representations and Standard Form 1449. One original and 4 copies of
the proposal are required. Offerors shall provide the information
required by FAR 52.212-1. FAR 52.212-4 is applicable. FINANCE PAYMENT
EVENTS AND COMPLETION CRITERIA -- - In accordance with By Reference
Clause 52.232-29 Terms for Financing of Purchases of Commercial Items,
and upon successful completion of an event, the contractor may request
interim payments. The payments shall be based on the events as listed
below. The percents are based on the total value of the contract.
Payment event number 1 is the completion of the Mid-Term Status Review
45 days after award for 40%. Payment event number 2 is the acceptance
of the solid model 76 days after award for 30%. Payment event 3 is the
acceptance of the final report 104 days after award for 30%. The
Contracting Officer shall unilaterally determine the contractor's
completion of each event. FAR 52.212-5 is applicable and the following

marked with this solicitation number. Award will be based upon overall
best value to the Government, with consideration given to the factors
of proposed technical merits, price, and past performance; other
critical requirements (i.e., delivery) if so stated in the solicitation
will also be considered. Technical merit will be assessed based on the
offeror's approach to the meeting the requirements of the Statement of
Work. The critical factor to be considered in past performance will be
the offeror's experience in the successful design, construction,
delivery and operation of commercial geo-stationary satellites. It is
critical that offerors provide adequate detail to allow evaluation of
their offer. [SEE FAR 52.212-1(b)]. Offerors must include completed
copies of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items with their offer. These may be
