Center (GSFC) is seeking an industry partner(s) to develop design
concepts for the mirrors of the Submillimeter Limb Sounder (SLS)
instrument for the Venus Sounder for Planetary Exploration (VESPER) and
support the development of a proposal to respond to the NASA
Announcement of Opportunity (AO) for a Discovery Mission AO-98-OSS-04.
Additional information about the Discovery Mission Program can be
found at http://www.hq.nasa.gov/office/oss/ao/98-oss-04/. It is
expected that primary selection of the VESPER mission under the AO and
the availability of funds would result in a mirror contract for the
selected partner(s). GSFC plans to select a partner(s) using the
following steps: 1) issue a Partnership Opportunity Document, which
includes a mission overview of VESPER, mirror specifications, and
instructions about how to respond to this partnership opportunity; 2)
schedule oral presentations; 3)receive presentation packages from
interested Partnership Opportunity Document respondents; 4) conduct
oral presentations; 5) evaluate written and oral presentations; and 6)
select and notify industry partners no later than the week of February
22, 1999. GSFC intends to release this Partnership Opportunity Document
on the internet, shortly after January 8, 1999. All Partnership
Opportunity Document respondents who intend to make an oral
presentation must provide written or electronic notice by no later than
5:00 p.m. Eastern Standard Time, January 15, 1999. Notice shall be by
email to Dr. H. John Wood at howard.j.wood@gsfc.nasa.gov, or in writing
to NASA Goddard Space Flight Center, Attention: Dr. H. John Wood, Code
551, Building 5, Room E94A, Greenbelt, MD 20771 (Fax: 301-286-1750).
All Partnership Opportunity Document respondents shall deliver their
complete oral presentation packages to Dr. Wood at the above address by
no later than 5:00 p.m. Eastern Standard Time on February 3, 1999.

additional information. This Partnership Opportunity Document does not
represent a guarantee of selection for hardware development. GSFC does
not currently have a requirement for the SLS instrument or funds to
support its development. In responding to this notice, please reference

solicitation/synopsis is not to be construed as a commitment by the
government, nor will the government pay for the information solicited.
