synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. (ii) 7-99-R5. This solicitation is
issued as a Request for Quotation (RFQ) -- Item 1 is Firm Fixed Price
(FFP) and Quantity, Items 2-5 are FFP with Indefinite Quantities. (iii)
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-09. (iv)
Standard Industrial Classification Code is 2821; the small business
size standard is 750 employees. This is a 100% small business set
aside. (v) The rigid and solid tubes will be used for tree seedling
protection in conjunction with on-going planting and maintenance
contracts. Since crews will be awaiting these shipments, actual damages
will be assessed for late deliveries. Item 1) Rigid Mesh Seedling
Protector Tubes -- 24-strand, 5" x 20", UV Rating of 30 months (plus or
minus 6 months), Diameter 4.75" -- 5.25" min/max. (nests of 8), 120,000
Ea; Item 2) Rigid Mesh Seedling ProtectorTubes -- 24-strand, 5" x 22",
UV Rating of 24 months (plus or minus 6 months), Diameter 4.75" --
5.25" min/max. (nests of 8), Minimum of 125,000 Ea/Maximum of 225,000
Ea; Item 3 Rigid Mesh Seedling Protector Tubes -- 36-strand, 6" x 24",
UV Rating of 18 months (plus or minus 6 months), Diameter 5.75" --
6.25" min/max. (nests of 5), Minimum of 300,000 Ea/Maximum of 500,000
Ea; Item 4) Solid Seedling Protector Tubes, 5" x 24" Minimum Field Life
of 24 months, Minimum of 160,000 Ea /Maximum of 200,000 Ea; Item
5)Solid Seedling Protector Tubes, 5" x 30", Minimum Field Life of 24
months, Minimum of 5,000 Ea /Maximum of 8,000 Ea; . (vi)
SPECIFICATIONS: -- Items 1-3: Diamond Mesh with parallel strands spaced
7/16" apart, center, tolerance of 1/32" or + 1/16"; Strand diameter:
40-60 mils; Mesh Angles: 70 and 110 degrees plus or minus 5 degrees; 70
Degree angles oriented lengthwise to the tube; Color: Translucent
green; Photo degradable period (UV Rating) varies with line items;
Tubes shall have adequate strength so as not to tear from a wooden
stake in field conditions (tubes are attached to wooden stakes with two
plastic ties). Items 4-5: (Descriptive Literature and Samples Required
with Quote): PROTEX Pro/Gro or similar; Photo-degradable plastic
co-polymer with a field life minimum of 2 years; Gauge of 338 microns
(plus or minus 2 microns); Color: specific blue in the light spectrum
to stimulate growth; Item 4 -- Lying flat the dimensions shall be 20"
wide by 24" long and have 4 oval, 1.5" wide by 3" tall perforated
cutouts on each side to allow, when folded together, a 3/4" by 3/4"
wood stake to easily pass through; The cutouts shall be on 6" centers
vertically with the center of the puch beling 1-5/8" from the outer
edge and the upper and lower cutout centers being 3" from the lower
andupper edge; A total of 8 quarter-inch holes shall be located in
horizontal pairs running parallel with the 1.5" x 3" cutouts. The hole
centers shall be 9.5" from the outer edge. The upper and lower pairs
shall be 3" from the upper and lower edges and the 2 interior pairs
shall be located on 6" centers from the outer holes; The purpose of the
quarter-inch holes is so a twist tie can be passed through them and
secured to an exterior stake; When assembled, the final dimensions
shall be 24" tall and have a interior diameter of 5"; Item 5 -- Lying
flat the dimensions shall be 20" wide by 30" long and have 5 oval, 1.5"
wide by 3" tall perforated cutouts on each side to allow, when folded

PACKAGING: -- Items 1-3: Rigid Mesh Seedling Protector Tubes shall be
nested (8 to a nest for items 1 and 2, and 5 to a nest for Item 3) to
facilitate shipping; A total tolerance of plus or minus 1/2" in
diameter from the largest to the smallest is permitted; Tubes shall be
placed into plastic bags and then placed inside "michelman" or similar
cartons (waterproof waxed cartons) for final shipment; Plastic bags
shall be closed with a tie; Cartons shall be marked CLEARLY on two
opposite sides with a minimum of 4-inch lettering stating contents,
size, direction of tube on long axis, and destination; If cartons are
inserted into plastic bags, the plastic bags shall be marked; Items
4-5: Solid tubes shall be packed flat with 250 each per box to
facilitate affordable shipping, handling, and storage; Each box shall
have the tube dimensions marked on one side with a minimum size of of
1-inch lettering. (vii) Items 1-5 shall be shipped FOB Destination;
maps of delivery locations can be provided at time of contract award.
On Indefinite Quantity Items, deliveries beyond the minimum are
required at the time-frames stated below. A 72-hour notification shall
be given to the individuals listed below prior to delivery, and so
that arrangements can be made for the Government to provide unloading
equipment. The contractor may be required to deliver supplies on a road
surface other than asphalt (i.e. gravel or dirt). Items 1, 3-5 shall be
delivered between the hours of 8:00 AM and 3:00 PM Monday through
Friday, Item 2 shall be delivered between the hours of 8:00 AM and 2:00
PM Monday through Thursday. Item 1 -- 120,000 Ea (full amount) shall be
delivered by 3/15/99 to Ochoco N.F., Big Summit R.D., Ochoco Ranger

(viii) The provision at 52.212-1, Instruction to Offerors -- Commercial
Items, applies to this acquisition. (ix) The provision at 52.212-2
Evaluation Commercial Items applies -- the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the the solicitation will be most
advantageous to the Government, price and other factors considered. The
following factors shall be used to evaluate offers in descending order
of importance: Price, Past Performance. (x) Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with offer. (xi) The provision
at 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. (xii) Paragraphs (a) and (b) of 52.212-5,
Contract Terms and Conditions Required to Implement Statutes of
Executive Orders -- Commercial Items applies to this acquisition.
Addenda: FAR 52.214-22, Evaluation of Bids for Multiple Awards, FAR
52.216-18, Ordering -- paragraph (a) -- Task Orders may be issued by
the Contracting Officer and COR's from the effective date of the
contract through 7/19/99 for Item 02, 3/25/99 for Items 3, 4,and 5, FAR

-- The Contractor is not obligated to honor (1) any order for a single
item in excess of 115% (2) any order for a combination of items in
excess of 115% (3) a series of orders from the same ordering office
within 30 days that together call for quantities exceeding the
limitation in subparagraph (b)(c) or (2) of this section, FAR

not be required to make any deliveries under this contract after 8/9/99

offeror, 4) a technical description of items being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation, 5) unit price with extended total with any discount
terms, 6) A completed copy of Representations and Certifications at FAR
52.212-3, 7) Acknowledgment of Amendments, 8) Past performance
information (references including names and telephone numbers from
recent relevant contracts), and 9) Descriptive literature and samples
