Information/Sources Sought Notice: The US Army CECOM, Product Manager
Ground Based Common Sensor/Advanced Quickfix (PM GBCS/AQF) is
conducting an industry survey for a Data Link. The data link system
shall be used to transmit/receive data from a ground control station to
up to six airborne platforms. In addition, the system shall have the
capability to transmit/receive data among all six airborne platforms.
The Forward Link (FL) and the Return Link (RL) data rates shall be
sufficient to support airborne SIGINT data collection missions. The
system shall have the capability to transmit up to 150 Km with
hemispherical coverage both from the ground and from the air. The
system shall operate at the SECRET Collateral security level. The
ground control link shall maintain communications with airborne
platforms even during ground on the move operations (assuming
unobstructed Line of Sight). Those sources, who believe that they have
a system that could meet the above requirements (or easily modified to
be able to meet the above requirements) are encouraged to provide
specifications, item description, and other pertinent material. The
information will be used to enable this office to develop an
acquisition strategy towards acquiring such a capability. Any
information relative to schedule for development, production, delivery,
and price history would also be helpful. All proprietary information
should be marked as such. This Request for information (RFI)/Sources
Sought (SS) Notice is for information and planning purposes only and
shall not be construed as a solicitation or as an obligation of the
part of the US Army CECOM. The purpose of this RFI/SS is to identify
potential sources that may be interested in and capable of performing
the work described herein. US Army CECOM does not intend to award a
contract on the basis of responses nor otherwise pay for the
preparation of any information submitted or for PM GBCS/AQF's uses of
such information. Acknowledgement of receipt of responses will not be
made, nor will respondents be notified of PM GBCS/AQF evaluation of the
information received. SUBMISSION: Responses to this RFI should be
submitted no later than 4:00 PM EST on 05 February 1999. An original
and one copy shall be sent to Department of the Army, PM Ground Based
Common Sensor/Advanced Quickfix, Ft. Monmouth, NJ 07703-5303, Attn:
SFAE-IEW&S-SG (Adam Bogner), Building T-288. COMMUNICATION WITH US
