The Naval Undersea Warfare Center, Division Newport (NAVUNSEAWARCENDIVNPT) is soliciting proposals from industry for the fabrication, assembly, inspection, and testing of a quantity of 2 First Article Digital Signal Processing (DSP) Logic Board assemblies for the MK84-1 Program manufactured per NAVSEA drawing, D-53711-7279180 Rev B. Also required is a basic Production quantity to be quoted in ranges of 600-750 "or" 751-900 with precise quantities to be determined at award. Also included is an Option I quantity range of 100-200 "or" 201-300, and an Option II quantity range of 100-200 "or" 201-300. In addition, there are several data deliverables consisting of ECP, NOR, DEVIATION, WAIVER, and S/N ASSIGNMENT per DD Form 1423 provided. A Supply type contract with Firm Fixed Price (FFP) provisions is contemplated. A solicitation will be issued that includes a Statement Of Work (SOW), NAVSEA Fabrication, Schematic, and Assembly drawings, supported by CDRL Forms. The Government intends to make a SINGLE AWARD for a First Article then a Basic Production quantity, followed by 2 Production Option quantities that may or may not be exercised. This is a follow-on to predecessor contract, N66604-98-C-0336, which was awarded to SECHAN Electronics, Inc., 525 Furnace Hills Pike, Lititz, PA 17543 on 13 MAY 98 for 2 First Article and 500 Production units in the Firm Fixed Price (FFP) amount of $581,800 or $1,159 per unit. The successful offeror will be determined by a source selection process that includes BEST VALUE CRITERIA. Offerors are required to submit Technical and Cost volumes describing their engineering and manufacturing processes, management approach, quality control, "past performance", schedule and cost control mechanisms, including corporate experience with Printed Circuit Card assemblies.
