and Alcoholism (NIAAA) intends to negotiate on a sole-source basis with
the American Psychiatric Association (APA) for a project entitled
"American Psychiatric Associate Practice Research Network: Alcohol
Reports." The statutory authority to negotiate with APA is 41 U.S.C.
253 (c)(1). The purpose of the proposed contract is to assist the NIAAA
in identifying and understanding how people with alcohol-related
problems are served by psychiatrists. The contractor will develop a
research agenda for identifying and answering psychiatric clinical and
health services alcohol-related research questions. The contractor
will provide a series of reports on psychiatric health services and
alcohol research topics that follow the contractor-developed research
agenda. The proposed series of research queries and data reports will
be from an already existing database entitled "Practice Research
Network (PRN)." The APA is the sole developer of the PRN, which
consists of about 1,000 psychiatrists who pool data to answer
practice-relevant research questions. Inquiries must be made writing,
