The Carderock Division, Naval Surface Warfare Center (CDNSWC) is
seeking sources to provide technologies, procedures, concepts, systems,
alternative materials, or devices to replace, minimize or process
pollutants present in bilgewater and oil water separator discharge.
Bilgewater contains a mixture of wastewaster and leakage from a variety
of sources that are allowed to drain to the lowest inner part of the
hull, known as the bilge. Sources that contribute to the bilge can
include oil, fuels, lubricants, hydraulic fluid, antifreeze, solvents
and clearing chemicals from the vessel's auxiliary and propulsion
systems, condensed steam from steam systems, spillage from drinking
fountains, value and piping leaks, and evaporator water that fails to
meet specifications for use. Water from the continual blowdown of
boilers also contributes to the bilge. On surface vessels, bilgewater
is usually transferred to an oily waste holding tank, where it is
stored for shore disposal or treatment by an oil/water separator (OWS).
Bilgewater and oil/water separator effluent may include oil, copper,
iron, mercury, nickel, zinc, nitrogen, and phosphorous. Potential
offerors are requested to respond with technical documentation
supporting the technology, concept, system, alternative materials, or
device. The proposed solution must demonstrate the ability to control,
reduce, or eliminate some or all of the constituents listed above.
This informatin should include, but not be limited to, the following:
process description, current commercial or military applications,
specific applications in the marine environment (including customer
references/ship class/name), processing rate capability, normal
operative and maximum permissible pressures, physical size, total dry
and wet weights, maintenance requirements, operational manning
requirements, power consumption per hour of operation, utilities
required, secondary wastestreams generated, and performance and testing
data. Technical, industry, or professional society certifications or
endorsements should be provided, if available. A summary of agency or
contaminants which could potentially interfere with the operations and
performance of the technology is also required. In evaluating the
submissions, DoD will consider the following criteria: (1) the nature
of the discharge that the technology, concept system or device is
designed to process, (2) the effectiveness of the technology, concept,
system or device at mitigating the environmental effects of that
discharge, and (3) the technology, concept, system or device's cost,
practicability and effect on operations or operational capablity when
installed and used on a vessel This synopsis is for information
purposes and to identify potential technologies and offerors. This
sources sought does not constitute an RFP and does not obligate the
Government in any way to purchase or test any of the potential
solultions offered. It does not commit the Government to pay for any
cost associated with this sources sought. Submit your response to
