A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO
SOLICITATION AVAILABLE AT THIS TIME. The Environmental Protection
Agency is performing a market search for contractors who can provide
technical support services to the EPA Office of Research & Development
(ORD), National Center for Environmental Research and Quality
Assurance (NCERQA), Quality Assurance Division (QAD) in support of its
quality assurance activities involving environmentally related
measurements. The range of activities will cover the peer review
activities and a wide variety of related statistical and technical
analyses. The entire spectrum of the QAD activities may be group into
four broad areas: (1) Technical Guidance (drafting non-mandatory
written guidance concerning the application of technical and
statistical quality assurance operations to data collection and
interpretation); (2) Quality Implementation (supporting the
implementation of quality assurance activities); (3) Communications
(exposition of QA practices and techniques through the preparation and
presentation of technical training workshops); and (4) Cross-Program
Systems (recording and summarizing on-going Agency QA meetings and
committees). The applicable SIC Code is 8731 with a size standard of
500 employees. EPA intends to award more than one Indefinite Delivery/
Indefinite Quantity (ID/IQ) contract under the solicitation, which
will use task orders to procure services. Each contract awardee will be
given a fair opportunity to receive task orders, however, this type
contract guarantees each contract awardee a minimum dollar amount. The
maximum potential total contract performance term is 60 months.
Interested offerors should provide information that demonstrates
corporate experience in any of the following technical areas:
developing technical guidance, applying QA protocols, and supporting
the implementation of QA programs. Additionally, interested offerors
should provide information that demonstrates availability of highly
competent and experienced personnel to perform the types of activities
described above. ANY INTERESTED FIRM SHOULD SUBMIT A BRIEF CAPABILITY
STATEMENT (maximum of 3 pages) WHICH DEMONSTRATES THE FIRM'S ABILITY
TO PROVIDE THE REQUIREMENT DISCUSSED ABOVE. STANDARD COMPANY BROCHURES
ARE NOT DESIRED. INFORMATION SHOULD FOCUS ON THE CAPABILITY TO PROVIDE
THE TECHNICAL SERVICES IDENTIFIED ABOVE. FIRMS SHALL INDICATE THEIR
SIZE STATUS FOR THE ABOVE-REFERENCED SIC CODE (LARGE, SMALL, 8(a),
SMALL DISADVANTAGED). THE DEADLINE FOR SUBMISSION OF THE CAPABILITY
STATEMENT IS JANUARY 21, 1999. This document should be submitted in
