updating the synopsis for the full and open competition of the
Supersonic Sea Skimming Target (SSST) System, previously announced on
3 April 1998. The Naval Air Systems Command is conducting a full and
open competition for a Supersonic Sea Skimming Target (SSST) System.
The United States Navy has a requirement for a cost-effective aerial
target system to simulate a Supersonic Sea Skimming Anti-Ship Cruise
Missile Threat. The Supersonic Sea Skimming Target will support current
weapons systems and the research, development and realistic test and
evaluation of ship self-defense systems. The Navy intends to award a
firm-fixed price type contract consisting of a three (3) year
Engineering and Manufacturing Development (EMD) Phase (FY99-FY01) and
four (4) one year Production options (FY02-FY05). The budget profile
for the EMD Phase is as follows: $3.5 Million in FY 1999, $7.0 Million
in FY 2000 and $6.0 Million in FY 2001 (Total Budget Profile for
FY99-FY01 EMD Phase-$16.5 Million). The EMD Phase will consist of
Contract Line Item Numbers (CLINs) for six (6) SSST Aerial Target
Engineering Development Models (EDMs) and Ancillary Equipment and for
Ground and Flight Testing and Testing Support. Each Production Option
Year will consist of CLINs for 10-40 SSST Aerial Targets and Ancillary
Equipment and for Operational Launch Support. Funding for the four (4)
one year Production options will be determined. The SSST Aerial Target
must, as a minimum, meet the threshold performance parameters
specified in Appendix A of the SSST Performance Specification. The
current anticipated schedule for the SSST competition is as follows:
Early-January 1999-Request for Proposal (RFP) Release; Mid-March
1999-Proposals Due; Late-May 1999-Contract Award without Discussions;
Late-July 1999-Contract Award with Discussions. All responsible
offerors/sources may submit a proposal by no later than the proposal
due date indicated in the solicitation/RFP. The Navy will only release
the solicitation/RFP, including any subsequent amendments over the
Internet. The solicitation/RFP will reside on the NAVAIR Homepage
located on the World Wide Web (WWW). The WWW server may be accessed
using client browsers such as NETSCAPE and INTERNET EXPLORER. The WWW
address, or URL, for the NAVAIR Homepage is Http://WWW.Navair.Navy.Mil.
To access the solicitation/RFP, select "Opportunities," then go to
"Doing Business with the Naval Aviation Systems Team," then select
"Naval Air Systems Command," then select "Open Solicitations."
TELEPHONE OR WRITTEN REQUESTS FOR SOLICITATIONS/RFPS WILL NOT BE
ACCEPTED OR RETURNED. The SSST solicitation/RFP will be formally
released and posted on the NAVAIR Homepage on 7 January 1999. This SSST
solicitation/RFP will represent the final, official version. NAVAIR
will not post any further revisions to the SSST solicitation/RFP unless
a formal amendment to the solicitation/RFP is issued. Please note
