The prospective contractor will be responsible for providing coupon redemption services to include all necessary management, supervision, labor, equipment, materials, facilities, supplies and transportation necessary to perform in accordance with the Government's Performance Work Statement (PWS). The prospective contractor shall also have or be able to obtain status as an "Authorized Clearinghouse Representative" prior to award. The estimated annual quantity of coupons for redemption is 289,257,550. The base period will be November 1, 1999 through October 31, 2000, with four (4) one-year option periods. Procurement will be solicited on an unrestricted basis. This solicitation will be issued on or about January 22, 1999, with a tentative closing date of February 23, 1999.
