This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-99-0071 and it is a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-09. The SIC code is 5045 Computers and Computer Peripheral Equipment and Software, and the small business standard is 500 employees. Quotes on the following line items which pertain to Sample Master Laboratory Information Management Systems (LIMS) Version 4.0 Software are requested. Quantity of one (1) of each line item is specified: L/I 0001 Sample Tracking (Logging samples into the LIMs grouping samples into worklists, tracking sample status, backlog and production reports, and invoicing based on client pricing. Complete setup of a Local Area Network (LAN) prior to installation of Sample Master .) L/I 0002 Data Entry (Manually entering data, approving results, and auditing changes. Reporting results with an unlimited number of report templates complete with client-based reporting detection limits. Create QC batches, perform trend analysis and customer call-up. Filling of Sample Master with electronic data such as client lists, tests codes, prices, etc.) L/I 0003 Sample Scheduling (Automatically logs in samples for routine collection. Samples can be scheduled hourly, daily, weekly, monthly, quarterly, semi-annually, or annually.) L/I 0004 QA/QC (Creates control charts for sample data entered manually or electronically by instrument, analyst, test, etc. Allows trend analysis of historical results.) L/I 0005 Electronic Data Entry (Automatically imports results electronically from spreadsheet files and modifies sample status. Automatically scans directions that contain files to upload.) L/I 0006 Personnel/Instrument Management (Track training records of laboratory personnel, to ensure that training records are up to date. Instrument management allows users to track instrument maintenance, calibration and repairs.) L/I 0007 On-site Training two (2) days (include travel costs) Travel per diem must be in accordance with EPA rate allowances (closest location is Columbia, MD $92.00 lodging and $42.00 meals per diem). Training is for an unlimited number of users at Fort Meade, Maryland facility. L/I 0008 Customization three (3) days (Creation of special reports or other specifications.) L/I 0009 One (1) Year Software Support (includes unlimited phone support on a toll-free line, free-enhancement and upgrades.) LIMS are computer programs designed specifically for the analytical laboratory. LIMS connects various analytical instruments in the laboratory to workstations or personal computers where data is compiled, analyzed and organized into required report formats. Security and process features of LIMs support QA/QC needs of regulatory testing facilities. Features that must be included in the requested LIMS system: 1. All portions created solely with Microsoft Access . This will facilitate on-site, user-friendly customization of the LIMS to meet start-up and future needs of the laboratory. Awardee shall be a Certified Microsoft Provider. 2. Permit an unlimited number of users at a single location without "user fees" or additional fees for on-line instrumentation. A fixed cost is requested to accommodate access by all resident staff and visiting scientists, as well as, additions to on-line analytical equipment, without incurring added user fees. 3. Ability to read bar codes and generate bar code labels. This will address automation and quality control of sample processing. 4. Have linkage of all QC data to the associated sample, test data and batch run. This is an essential feature for a laboratory testing multiple lots of a specific product. 5. Scan directories to automatically import results from instruments. This will permit automated monitoring of environmental and sample assay data. 6. Context-sensitive on-line help and toll-free technical support for microbiological applications. Testing at the EPA Fort Meade antimicrobial laboratory will utilize complex methods involving many steps and requiring numerous data entry points. Awardee will have in-house knowledge and installation experience with microbiological LIMS applications. Furthermore, tests are conducted with living organisms-where timing is critical. On-line help will facilitate rapid answers to queries. 7. Data import and export capabilities from MS Office Suite and ASCII data on 3 disk or network. This will facilitate data transfer to and from other Agency sources. 8. Utilize either Microsoft Access or Structured Query Language (SQL) database ORACLE to store information in tables. Any proposed LIMs with a proprietary database will not be considered. ORACLE is the Agency-wide database system. 9. Ability to add functions to the program main menu and all other screens. This is necessary to customize the LIMS for the EPA antimicrobial laboratory. 10. Ability to audit and track changes made in any field. Audit information shall include who made the change, the date changed, the original value, and the reason changed. This is necessary to address QA/QC needs of the laboratory. For the purpose of setting standards of quality, design, dimensions, and appearance, certain manufacturers and or trade names may be designated herein. Reference to a specific manufacturer's product by name, make, or catalog number is intended to establish a standard of quality and shall not exclude equal products. Substitution shall be only with written approval of the contracting officer. Burden of proof of equality lies solely with the contractor. EPA may request samples/demos for proposed alternate products. The above line items 0001 through 0006 are required to be delivered to: Crystal Mall 2, Room 901JJ, 1921 Jefferson Davis Highway, Arlington, VA 22202. Line items 0007 and 0008 are to be performed at: USEPA Environ. Science Center, 701 Mapes Road, Fort Meade, Maryland 20755-5350. Delivery shall be made not later than 30 days after receipt of order. FOB Destination is requested.
