STUDIES RELATING TO AN AREA AIR DEFENSE COMMANDER (AADC) CAPABILITY The
Navy has embarked on a program to develop and deploy an advanced
command and control system to provide real time battle management to
enable the execution of the Theater Ballistic Missile Defense (TBMD)
and overall theater air defense missions. As part of the total Navy
effort, the Area Air Defense Commander (AADC) capability is a command
and control system element for execution of the Area and Navy Theater
Wide TBMD and Joint Warfare programs. The AADC effort is currently in
the concept development phase of the acquisition process, and the Naval
Sea Systems Command is soliciting proposals for short-term concept
studies for an AADC capability. This synopsis amends the Broad Agency
Announcement N00024-99-R-5107 released on 19 November 1998 in the
Commerce Business Daily. The following amendments are made: (1) The 8th
objective of the BAA states the objective as "Cost of the proposed AADC
conceptual design with supporting rationale." An offeror should
interpret "[c]ost of the proposed AADC conceptual design" to mean at
least a rough order of magnitude (ROM) estimate of the engineering and
manufacturing development costs and a per unit cost of production. The
offeror should assume 12 production units and include costs to complete
development and production of the proposed design.. This cost estimate
should not include life cycle cost beyond production.(2) Offerors are
required to submit one (1) copy of their Technical Proposal in
Microsoft OFFICE '97 electronic format (i.e., in WORD, EXCEL and/or
POWERPOINT files) on 3.5" IBM Formatted diskette(s), ZIP drive or
CD-ROM with their proposal submission. This requirement is in addition
to the paper copy requirements for proposals submitted in response to
this announcement. (3) The date for receipt of proposals is hereby
extended to 2:00 P.M. Eastern Standard Time on 01 February 1999 Posted
