I. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. II. This
solicitation number MDA220-99-R-0007 is issued as a request for
proposal (RFP). III. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 46. IV. N/A. V. This is a five-year requirement, with
base year and four one-year follow-on options. A list of contract line
item number(s) is as follows: CLIN 0001: Base Year service IAW SOW;
CLIN 0002: Option Year I service IAW SOW; CLIN 0003: Option Year II
service IAW SOW; CLIN 0004: Option Year III service IAW SOW; CLIN 0005:
Option Year IV service IAW SOW. VI. The contractor shall provide
on-line legislative services to include the following: system access
must be available 24-hours per day through a web browser or other
software, which is executable in a windows 3.1 or windows NT PC-based
operating environment, concurrent on-line availability for selected
multiple users (current estimate 8-10 users). On-Line services to be
timely, and tracking to be concurrent and able to meet requirements in
this solicitation. Training will be provided, as needed, for four (4)
persons in DFAS Headquarters, in Metro Washington, D.C. Telephonic
technical support to be available to all users, as needed during
regular working hours on work days(7:00 a.m. to 5:00 p.m.). Services
must include the ability to download information, such as full text of
US Codes (past and present), Conference Reports and full text of all
bills (in PDF, as well as text file format)in a timely manner (within
48 hrs). Complete access to all Congressional hearing transcripts shall
be provided within a 72 hour time-frame from hearing date. Legislative
Requirements to include: full text of all bills, digest and extracts
of bills, status of bills, legislative history, online access to the
Congressional Record and the Federal Register, key word and subject
indexing, ability to track what bills have been incorporated into other
pieces of legislation through status update reports, ability to
transmit detailed reports relating to specific functional areas or key
word searches, complete markup status of legislative bills (including
insight reports on what prompted various Hill actions), on-line
ability to provide an analysis of legislative outlook reports which
focus on status, summary and projection for bill passage, current daily
floor proceedings for the House and Senate, ability to reference
previous archived legislation from 1979 to present. Provide customized
reports on key current and past legislative actions. Functions to be
tracked: DoD Financial and Accounting Policy Regulations, Appropriation
and Authorization Bills, Financial Management System Improvements, GSA
facility management and regulatory guidance, Comptroller General and
US Court decisions, OPM manuals, GSA and State Department travel
issuance's, and OMB guidance regulations. VII. Delivery is to be made

VIII. FAR 52.212-1, Instructions to Offers-Commercial Items, is
incorporated by reference and applies to this acquisition. As
referenced in ADDENDUM to 52.2121, in para. (b)(4), a technical
demonstration to evaluate compliance with the requirements in the
solicitation, will be required approximately 10 working days after
closing date, at DFAS Headquarters, Arlington, VA. IX. FAR 52.212-2
Evaluation-Commercial Items, is incorporated by reference and applies
to this acquisition. Paragraph (a) of FAR 52.212-2 carries the
following addendum: The following factors shall be used to evaluate
offers: (1) Technical and (2) Price. Technical capability is more
important than price. X. Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror representations and
Certification-Commercial Items, with its quotation. XI. FAR 52.212-4,
"Contract Terms and Conditions-Commercial Item" is incorporated by
reference and applies to this acquisition and resulting contract. The
following terms and conditions are added as an addendum to this clause:
Type of Contract: Firm Fixed Price; FAR 52.212-18, Electronic Funds
Transfer Payment (APR 1984); FAR 52.217-8, Option to Extend Services
(Aug 1989), The option may be exercised any time prior to the end of
the contract or any lot; FAR 52.217-9 FAR 52.217-9, Option to Extend
the Term of the Contract (MAR 1989) The option may be exercised by
giving written notice prior to the expiration of the current period of
performance. XII. FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statutes of Executive Orders-Commercial Items is
incorporated by reference, however for paragraphs (b) and (c) only the
following provisions apply to this acquisition: FAR 52.222-26, Equal
