This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format of FAR subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only CBD solicitation. Proposals are
being requested and must be received by COB 01/21/99. Submit two copies
of the proposal. Requirement is for a full-service provider of serials
subscriptions services. Required activities include ordering titles
for several addressees, entering claims for missing issues, handling
address changes with publishers, entering cancellations, researching
publication information and providing account management reports.
Collection currently includes approximately 180 titles . The various
"ship to" addresses number fewer than 8. CONTRACTOR TASKS: I. BASIC
SERVICES Provide complete serials acquisitions services to the EPA
Region 10 Library .A SERIAL is defined as a publication in any medium
issued in successive parts bearing numerical or chronological
designations and intended to be continued indefinitely. Serials include
periodicals; newspapers, annuals (reports, yearbooks, etc.); the
journals, memoirs, proceedings, transactions, etc., of societies; and
numbered monographic series." (Anglo-American Cataloging Rules)
Services will include prompt placement and processing of serial orders
and renewals, performing tasks associated with dealing with multiple
publishers and handle invoices, payments, and problem resolution with
publishers. Service shall cover all formats of serials: print,
microform, electronic and cd-rom. Vendor shall maintain detailed order
and payment records and issue EPA Region 10 Library a single
consolidated invoice. Vendor must provide support for multiple "Ship
To" addresses under one billing address. Vendor will serve as a
clearinghouse for information on new serial publications and forward
claims for missing issues. Firm-fixed pricing is required to avoid
supplemental invoicing. Invoices must include the following accurate
information: Title; International Standard Serials Number (ISSN);
frequency of publication and publication schedule, information on
delayed publications, discontinued titles, title changes and other
pertinent publisher information. Vendor will have suitable experience
servicing library accounts and possess capability to serve as single
information source for all serials. 2. CUSTOMER SERVICE Provide a
full-range of service to accomodate all requirements relating to
serials acquisition management. Vendor staff shall possess knowledge of
federal procurement procedures, policies, regulations and fiscal year
constraints, preferrably with an office dedicated to U.S. government
accounts. Vendor shall provide: a designated representative assigned to
the EPA-R10 Library account; a toll-free number accessible during
week-day business hours Pacific Standard Time; and service
representatives available via telephone, fax and electronic mail.
Urgent requests will be handled within 24 hours; responses to other
requests provided within3 business days. 3. CLAIMING SUPPORT Vendor
shall claim missing or damaged issues from publisher or supply single
issues from their own collection, as available. Claims shall be handled
promptly and efficiently, with a response to the EPA library within
seven days. 4. TECHNOLOGY CAPABILITIES Vendor shall maintain and
provide access to serial titles database on the Internet. Vendor shall
have the capability to support electronic ordering, invoicing and
other information transmittal, include electronic mail for
communicating with clients is required. Vendor's on-line system should
be easy to use and provide client access to detailed account
information. Capability for receipt of payments via Electronic Funds
Transfer is required. Vendor shall be compliant with all "Year 2000"
requirements. 5. ADDITIONAL SERVICES Vendor shall have the ability to
acquire specialized scientific-technical journals as well as annual
publications required by our Library. New titles will be added to
vendor's database upon request. Special, customized reports shall
include information such as consolidated titles list, sorted by "SHIP
TO" address, with publishers names and addresses. Additional reports
required shall include accurate price projections for use in budget
planning purpose and historical price anaylsis including percentage
increases, average prices, etc. Vendor shall maintain a "missing copy
bank" for undelivered or damaged single serial issues. PERIOD OF
