Federal Building Salt Lake City, UT The General Services Administration
(GSA) announces an opportunity for design excellence in public
engineering and architecture. Professional services are required for
designing the Seismic Upgrade and Space Alteration of the existing
Wallace F. Bennett Federal Building in Salt Lake City, UT. GSA intends
to contract for complete Architect-Engineer (A-E) Design services with
the "A-E Design firm" (as defined below) that best demonstrates a
commitment to design excellence, while providing a viable team
organization meeting the requirements of this Announcement. Wallace F.
Bennett Federal Building (FB) was constructed in 1964 with an
estimated building area of 33,798 gross square meters (363,795 gsf) and
contains approximately 22,942 occupiable square meters (246,950 osf) of
space. The FB is located at 125 South Street, Salt Lake City, Utah, and
it is located within Seismic Zone 3 as defined by Uniform Building
Code. The overall scope of the project includes two major work items:
1) Structural, 2) Non-Structural. Item #1 basically consists of Seismic
Upgrade Design, and item #2 includes Non-structural seismic upgrades,
Space alterations, PCB removal, and Electrical grounding work. The
scope of A-E services under this proposed contract may include, but may
not be limited to, the following: site investigation; complete design
services (including structural, architectural, mechanical, electrical,
environmental, and fire safety as a minimum); and computer-aided
design, cost estimating, value engineering services, post construction
contract services, and other required supplemental services if so
requested by the Government. The following definitions apply to all
stages in this A-E selection process: A-E Design Firm: The A-E design
firm is the production entity that will perform the complete design
services stated above. Lead Designers: The Lead designers are the
Structural Engineer(s) and the Architect(s) that will develop, oversee,
and coordinate the design work. The A-E selection will be completed in
two (2) stages as follows: STAGE I: The first stage is to only
establish the design excellence capabilities of the lead A-E design
firms and their Lead Designer(s). The lead design firms will propose
specific evidence of their capabilities and design approach that is
organized in the submittal requirements as described below. The first
stage proposals will be evaluated based on all Evaluation Criteria as
described below. No other information will be considered at this stage.
After the A-E Evaluation Board reviews the Stage I submittals, the
Board will select a short list of lead design firms, and will request
a Stage II submittal to include information on the entire A-E design
team for the second stage evaluation, as outlined below. Qualifications
submitted will be evaluated based on the following Criteria in the
relative order of importance: (1) Lead Designers Portfolio: Submit
8-1/2"x11" graphics (maximum of three per project) and a typewritten
description (maximum of one page per project) of not more than three
designs completed in the last 10 years attributed to the lead
designers. Narratives shall include a discussion of design challenges
and resolutions. (2) A-E Design Firms Experience: For the A-E design
firms, submit 8-1/2"xl1" graphics (maximum of three per project) and a
typewritten description (maximum of one page per project) of not more
than five designs completed within the past l0 years. The narrative
shall address the design approach and salient features for each project
(include tangible evidence where possible such as certificates, awards,
peer recognition, etc. demonstrating design excellence) and discuss how
the client's design, economic, and operational objectives were
satisfied by the design. (3) Philosophy and Design Intent: In the lead
designers words, (maximum of two typewritten pages), state their
overall design philosophy, approach to the challenge of resolving
design issues. This must specifically apply to the Structural,
Architectural, and other non-structural design issues such as
aesthetics of the Bennett FB, with a focus on any unique aspects of the
building and its location. (4) Lead Designers Profile: Submit a
biographical sketch of the structural/architectural lead designers
including education, professional experience, and recognition for
design efforts inclusive of examples. Identify and describe areas of
responsibility and commitment to this project. STAGE II: In this stage,
short-listed firms will be invited to provide a detailed qualification
submittal. The entire project team, including the A-E design firm,
their lead designer(s) identified in the first stage, and all the
consultants who will work on the project will be evaluated. Provide GSA
Standard Forms 254 and 255 that reflect the entire project team that
are proposed to work on the actual design work. It is not necessary to
re-submit information submitted in Stage I. As a minimum, provide
information on projectteam organization, design ability, past
experience, and performance history. A/E design firms that were
short-listed from Stage I will receive additional information to
prepare 2nd stage submittal. Potential offerors having the design
qualifications and production capabilities to perform the services
described herein are invited to respond by submitting five (5) copies
of the Stage I submittal information to the office and address listed
below, to be received by that office no later than 3:00 P.M. on
February 8, 1999. Late submittals will be handled in accordance with
