THE DIRECTORATE OF SUPPORT SERVICES, FORT MCCOY, WI. An A-76 cost
comparison study is being conducted of the Directorate of Support
Services (formerly the Directorate of Public Works and the Directorate
of Logistics) at Fort McCoy, WI in accordance with the OMB Circular
A-76, Performance of Commercial Activities. The Directorate of Support
Services has approximately 403 spaces under review and is undetermined
at this time how many spaces will be Government In Nature. The
Contracting Office at Fort McCoy anticipates issuing a Request for
Proposal for a base and four one-year option periods. The Standard
Industrial Classification (SIC) Code is 8744 and the small business
size standard is $5 million average annual receipts over a three-year
period. Based on the results of the cost comparison the Government may
elect to award a contract or to retain the functions in-house.
Services include complete operation of the Administration Office;
Planning Division to include the Facility Projects Branch, Work
Reception Section, Real Property Branch, Automation Branch and Master
Planning Branch; Building and Grounds Division to include General
Maintenance/Mechanical Branch, Asbestos Team, Electrical/Heating
Branch, Carpentry/Paint Branch, Roads and Railroads Branch and Grounds
Section; Utilities Division to include the Energy Office, Sanitation
Branch, Refuse and Recycling Branch; Engineering Division to include
the Contract Inspection Branch; Supply and Storage Division to include
the POL Office, Engineer Supply, Engineer Storage, Customer Support
Branch, Data Conversion and Files, Material Management, Ammunition
Support Point, Storage, Troop Issue Subsistence Activity and Troop and
Installation Support Branch; Transportation Division to include Unit
Movement Coordinator, Movements Branch, Personnel Movement Section,
Material Movements Section, Terminal Warehouse Section, Transport
Branch and Personal Property Branch; Off-Post Facilities Division to
include the Milwaukee Branch, Fort Snelling Branch, Fort Des Moines
Branch, Arlington Heights Branch, Ann Arbor Branch, Indiana Branch and
possibly the Ohio Branch; Environmental Division; Maintenance Division
to include the Maintenance Branch Sheridan. The above services are not
all inclusive. Contractors are required to provide all management and
labor required for the operation and management of the functions
listed. If subcontracts are to be used, provide anticipated percentage
of effort to be subcontracted and whether small or large businesses
