contract is for an Indefinite Quantity Contract for Architect-Engineer
(A-E) Services for the preparation of contract documents, including
drawings and specifications for new construction and repair and
renovation projects. Other services to be provided include the
preparation of cost estimates, value engineering, energy efficient
design, landscape design, and site planning. The contract, for a
guaranteed minimum amount of $5,000, will be for a basic term of one
year, with individual work orders being issued. Each work order will be
negotiated as an individual project. Work orders for any one project
cannot exceed $100,000, and the total dollar amount of work orders
issued cannot exceed $500,000 for each 12-month contract period. The
contract may be renewed for four, one-year periods providing the total
contract amount does not exceed $2,500,000. The USPS reserves the
right to make multiple awards. Firms applying should be architecturally
oriented with staff or consultants in civil, mechanical, electrical,
plumbing, environmental, and traffic engineering. Experience with
construction contract administration or construction management is also
required. Firms qualified to perform the services noted above are
invited to submit a completed SF-255, Architect-Engineer and Related
Services Questionnaire for Specific Project; and a completed SF-254,
Architect-Engineer and Related Services Questionnaire for the firm and
each of the proposed consultants. Firms with more than one office must
indicate on the SF-255 the staffing composition of the office in which
the work will be performed. Submissions must be made to the above
address postmarked not later than February 8, 1999. The selection will
be based on the submitted SF-255 and SF-254, an interview, and the
following order of preference: (1) Local; within Counties of Nassau and
Suffolk in the State of New York; (2) all others. Firms will be
considered local only if their sole office or a local branch office is
within the local geographic area as defined above, and all
architectural design, coordination, and management of the project will
be performed in that office. There is no restriction on the geographic
location of consultants. The contract contains a requirement for
evidence of current errors and omissions insurance. To the fullest
extent possible, the US Postal Service welcomes the participation of
women and/or minority owned/operated A-E firms. It is prohibited to pay
any fee to any person or firm contingent upon or resulting from the
award of a contract for this project. Personal visits and phone calls
for the purpose of discussing this project are not permitted. Copies of
the required forms, SF-255 and SF-254, may be obtained through the
Government Printing Office or online at
